Carpool for the municipality of Vännäs – A study of the economical and environmental aspects of using a carpool for employees

Since the 1970’s, the road traffic in Sweden has increased by 70 percent, and is still increasing. With prevailing conditions, the road traffic is predicted to increase by additional 20 percent until 2020. Hence, the purpose of this study is to investigate the prerequisites in the municipality of Vännäs to organize a carpool for employees. The purpose is also to investigate the economical and environmental aspects of such an organized carpool, and to compare a carpool system to the car use today. The methods that have been used are interviews with other northern municipalities with organized carpools and a survey directed to the municipal employees about their usage of cars during work hours. The results show that the Vännäs municipality today has a shortage of available cars for employees, and that using a carpool-company would rather increase the costs compared to the current situation. The results show also that if all employees would start to use cars from a carpool instead of their own cars, the CO

2 and CO emissions would be reduced with up to 30% and 70%, respectively. Considering all circumstances for Vännäs municipality, a car-pool company would not lead to reduced overall costs, but reduce greenhouse gas emissions. Probably, more favorable economic conditions could be achieved for the municipality by organizing their own car-pool instead of a commercial company.
