Abstract [en]

Since the initiation of the ‘teacher career reform’ Swedish teachers are given an opportunity to apply for an occupational advancement into becoming primary teachers. The study undertakes the purpose to investigate which influences this career reform eventuates concerning teachers’ professionalism and how the reforms approval by their fellow colleagues concludes. Former Swedish governments, independently of political orientation, has carried out several extensive school reforms heavily inspired by the paradigm of New Public Management. On the whole, a majority of these reforms have contributed to a ‘de-professionalization’ for teachers in the Swedish school system. Eventual practical effects regarding the teacher career reform has yet to been found, i.e. a gap of knowledge which this study aims to fill. The empirical data was accumulated by carrying out semi-structured interviews with eight different primary teachers in Umeå and reviewing an extensive previous evaluation performed by Umeå municipality’s education office. The following results indicates that several of the primary teachers gives evidence of professional functions, implying a high degree of autonomy and self-control over their daily tasks, independent of external demands. However, at a structural level, a great deal of their colleagues perceives the career reforms’ appraisal as both unfair and arbitrary, which undermines the legitimacy of the appointed primary teachers. A prevailing disbelief, may risk subverting the occupational collegiality amongst teachers, the outmost trademark of high skilled professions.
