The Monaco province in northern Sweden: : A Case Study of Åre's Vulnerability through the Pressure and Release Model (engelsk)
Abstract [en]

This study examines the vulnerability of Åre municipality to the storm Hans through the application of the PAR-model. The core issue identified is the tension between prioritizing tourism and climate adaptation, where resources for tourism development overshadow effortsin climate resilience. The study aims to understand and explain Åre's vulnerability by analyzing the underlying factors that exacerbated the impact of storm Hans and exploring the difficult trade-offs in climate adaptation in Åre. Using qualitative text analysis, this research scrutinizes reports, documents, and decisions from key actors. The case study approach highlights the interaction between vulnerability, root causes, and dynamic pressures preceding the disaster. An deepend analysis of the Rödkulle project reveals how prioritizing tourism over climate adaptation increases vulnerability. Findings indicate that Åre’s vulnerability is deeply rooted in political and economic systems, where deforestation for tourism leaves areas without protective vegetation, heightening risks of landslides and mudflows. The study underscores the need for a balanced approach between tourism development and environmental conservation to mitigate extreme weather impacts. The conclusion emphasizes that Åre’s vulnerability is significantly influenced by human activities, necessitating comprehensive geological risk assessments and advanced planning to reduce future risks.
