Abstract [en]

This study investigates the possibilities Umeå and Östersund have in achieving the limit values for PM10 in EU´s current and decided air quality directives, Sweden´s environmental quality goal Clean air, and thereby achieve healthy air quality in the cities. The study modelled PM10 levels based on various action scenarios, and the following hypotheses were tested; the implementation of specific action scenarios will significantly increase the air quality, and these measures will be sufficient for Umeå and Östersund to meet the limit values according to EU`s current and new air quality directives and the Swedish national environmental goal Clean Air. The modelling was conducted using SMHI´s modelling tool, SIMAIR. All modelling in the study was based on the baseline year 2023 and the future scenario 2030. The baseline scenario 2023 in Umeå meets both the limit value for the annual mean and the daily mean (expressed as a 90th percentile), whereas the future scenario 2030 did not meet the daily mean limit value (expressed as 95.1 percentile) without implementing measures. Östersund does not meet the daily mean limit value in 2023, and the future scenario 2030 did not meet the annual mean nor the daily mean limit values unless measures are taken. The most effective measures for reducing PM10 levels are restrictions on studded tire use with either bans or taxation and reducing traffic volumes through congestion charges, parking restrictions, low-emission zones, zoning plans, and promotion of public transport. Although no significant differences, other measures, such as lowering vehicle speed, road salting, and dust binding, can also reduce particle levels in the cities.
