The Swedish Forest Sector in Transition: From New Public Managemang to New Public Service?

Abstract [en]

For the last couple of decades, New Public Management as a way of governing the public sector has been implemented all over the world, not the least in Sweden and the Swedish forest sector. While supported by some, many have also criticized New Public Management for its heavy focus on market mechanisms. As such, a search for alternatives to New Public Management have been taking place, both in in the political life and within political science. One alternative to New Public Management, is New Public Service, which highlights public participation in decision making and the importance of public officials acting according to the public interest. This thesis looks at a dialogue process initiated by the Swedish Forest Agency, Dialogue on environment consideration, in relation to New Public Service. Through interviews with participants in the dialogue project, the thesis wants to explore if the dialogue project is an example of New Public Service and what this way of governing means for the Swedish Forest Agency, the sector and the government at large. Findings from the study show that the dialogue project has many connections to New Public Service. However, the thesis also raises questions regarding inclusion and the different roles that the actors in dialogue have, which can hinder dialogue and development.
