Female Representation in Norway’s Municipalities: What Explains the Spatial Variation?

In this article, female representation at the municipal level in Norway and its spatial variation is analyzed during the period from 1947 to 2007. The structural context in the municipalities (socioeconomic and religious) is assumed to have an effect on the society’s attitudes toward women (the demand on female politicians) as well as on women’s possibilities and interests in engaging in politics (the supply of female candidates). In the analysis, the effect of the structural context is tested against the effect of political institutions. Statistical analysis shows that the structural context explains a relatively large part of the spatial variation until the 1980s. Thus, a more modernized context can be seen as favorable to female representation over time, even though the political institutions such as party ideology also have added some explanatory power. However, in the beginning of the 21st century, the explanatory power of both the structural context and the institutions is more modest, indicating that the explanatory variables are insufficient. A pooled time-series analysis confirms the overall result, thus supporting that the structural context is important to explain why female representation varies between the Norwegian municipalities during the post-war period.
