Abstract [en]

The master thesis examines and compares the implementation processes of the Act of Free Choice System regarding home care services in three Swedish rural municipalities: Ljusdals kommun, Krokoms kommun and Storumans kommun.

The result suggests that the three rural municipalities face similar structural challenges in the implementation process of Act of Free Choice System regarding home care services, most evidently regarding the difficulty of finding a significant number of private providers for the costumers to choose from due to long geographical distances within the municipalities. In interviews the respondents identify a similar set of tools and strategies for coping with the structural obstacles they face, yet these are used differently and to a different extent in the three cases. The politicians and the public officials involved in the decision and implementation process have somewhat various views on their ability to overcome these obstacles. The result indicates that the respondents’ estimations of their possibility to act within the structure may have an impact on how the implementation is carried out. The agency/structure perspective can shed light on the complexity of New Public Management in the rural context and hopefully lead to a better understanding of the local outcomes from the Act of Free Choice System.
