Abstract [en]

This thesis takes its outset in the local refugee reception in the two Swedish municipalities Lycksele and Nordmaling. The study takes the purpose to examine what the two relatively small municipalities in northern Sweden sees as the aim for their respective reception and furthermore what meaning the refugee reception include. A lot of smaller municipalities in Sweden is suffering from population loss why there is a need to strengthen their demographics, at the same time smaller municipalities are taking the greater responsibility of the reception, receiving higher numbers of refugees per capita. The previous research in this area have shown that a lot of the focus of local refugee reception strives to create labour and furthermore answered the question of why municipalities does or does not want to receive refugees. This thesis contains a multiple case study which is based on semi-structured interviews with three professionals from each municipality, one politician and two public officials. The following results shows that both municipalities see refugee reception as important for different reasons, Nordmaling giving a clearer statement with the combination of strengthening their demographics and strengthening their welfare. Lycksele gives a less clear statement where there is a combination of both instrumental and symbolic reasons, where both strengthen the welfare and strengthen their demographics takes place together with strengthening the refugees and seeking to give them a safe haven.
