Abstract [en]

This study aims to examine prerequisites, obstacles and possibilitiesin order to achieve a transition to fossil free passenger transports in two municipalities in Sweden; Nordmaling and Umeå. Focus has been on studying the passenger car. These municipalities are different in that Nordmaling is identified as dependent on work commuting and Umeå as a more urban environment with a larger city. Factors such as: economics, availability, mobility, politics, campaigns and equity has been the key study elements when conducting interviews and quantitative research for the study.

The empirical data shows that there are small economic differences between the municipalities other than that men earn more in Nordmaling which could be a potential market for early adopters of electric vehicles. The municipalities also differ in the way in which accessibility to charging infrastructure is needed. Both need accessibility to charging stations near their home and work which leads to different solutions for the municipalities because of differences in accommodation. Nordmaling needs installation of charging stations in smaller houses while Umeå needs an expansion of stations within larger accommodation complexes. Charging possibilities must also be located at more distant areas to enable long distant travelling. As Nordmaling is decreasing its share of environmentally friendly cars political subsidies and informing campaigns should be targeted to these groups as they are also most dependant on transports by car. From an equity approach people living in these two municipalities experience different possibilities of transportation when fuel prices increase. Transports by other means is more accessible in urban areas, which is not the case for Nordmaling and thus creates an equity problem. Targeted subsidies to further reduce initial costs associated with purchase of an electric vehicle or another type of environmentally friendly vehicle could be a possible solution in areas where accessibility by other means than by car is not feasible.
