This study explored how public sector organizations can organize for digital transformation. Current research proposes that organizational flexibility supports digital transformation. In contrast, public governments are recognized by consistency and ingrained structures. To answer the research question: How can a municipality organize for digital transformation? We conducted a case study of a Swedish municipality. Where we collected data through interviews, documents, and an open-space workshop. Collected data was inductively explored to build an understanding of the material and followingly analyzed through a practice lens. The results showed that organizing for digital transformation in the public sector is difficult due to traditional municipal practices. We made two contributions. (1) Leaders of public sector organizations must establish structures that allow reconfiguration of routines to enable performative actions in digital transformation efforts and (2) A theoretical component on the nature of digital technology needs to be included if practice theory is used in research on digital transformation.
