Digital elections in Sweden. Is digitization always the best solution? (English)
Abstract [en]

This paper investigates the digitization of the Swedish voting system, focusing on the adoption of i-voting that was deliberated in 2013 but ultimately rejected. The study aims to shed light on the extent to which the Swedish voting system can be digitized, while examining important factors, perspectives, and security concerns associated with e-elections. By analyzing the current state of the Swedish voting system and exploring the potential for digitization, this research provides insights into the feasibility, possibility, and risks of implementing a digital voting system in Sweden. The research begins by assessing the existing infrastructure, processes, and technologies in the Swedish voting system. Strengths and weaknesses are identified, forming the basis for evaluating the potential benefits of digitization. Key factors, such as accessibility, convenience, and efficiency, are examined to understand the potential impact of a digital voting system on voter turnout and participation. Through the synthesis of findings from the analysis of the current system, examination of key factors, and exploration of security concerns, this research provides an overall assessment of the viability and possibility of implementing a digital voting system in Sweden. The paper informs policymakers and stakeholders about the potential benefits of digitization while acknowledging the risks that need to be addressed. This study contributes to the ongoing discourse on i-voting and digital voting systems, offering valuable insights for decision-makers considering the future of the Swedish voting system. By understanding the potential benefits and risks, stakeholders can make informed decisions regarding the adoption of digital voting methods in Sweden.
