This study has aimed to investigate different conflicts of interests associated with establishing new prisons in Sweden and how the municipalities have involved the citizens in the planning process of these. This to better understand which types of conflicts appear when a new prison establishment is being planned and possibilities to counteract these types of conflicts in the future. To answer the aim of the study a qualitative method was used by conducting a qualitative contentanalysis of planning documents. The planning documents that were used were theplan description of the establishments in Kalmar and Trelleborg. As well as the respective consultation statements for each establishment. The result of the analysis showed that there were several types of conflicts of interests between the citizens and municipalities at both establishments. Some similarities were found between the conflicts in Kalmar and Trelleborg and some were different. A conflict of importance in both cases were the localization furthermore conflicts regarding the establishments effects on environment and security were also found. In Kalmar, information regarding the establishment was perceived as a conflict, while in Trelleborg it was not, instead a conflict about the planningdocuments could be understood. Both municipalities have performed consultation with the public and in both cases the dialog was conducted digitally. No early dialog before the consultation was conducted in any of the planning processes.
