In March 2022 the government presented a law proposal for integrated health and socialcare documentation. The government at the time believed that efficient sharing of personal health data between organizations could significantly enhance the efficiency of healthcare and social care services as well as improve the quality of care. This study conducts a critical analysis of the government's legislative proposal in bill 2021/22:177 Integrated health and social care documentation, supported by SOU 2021:4 which prepared and investigated the issue. Carol Bacchi's theoretical framework What's the problem represented to be? is used to dissect the underlying assumptions and discourses that shape how the law proposal is presented. The analysis reveals underlying quality and efficiency issues that prompted the legislative proposal. The analysis reveals that the law proposal in bill 2021/22:177 is presented as a tool to boost quality, efficiency and resource optimization in the organization reflecting principles of NPM and biopolitics. However, key concerns related to privacy and equitable access to care are often left unaddressed.
