Abstract [sv]

Samverkan mellan myndigheter och organisationer är en viktig del inom det sociala arbetet när det kommer till ungdomar med komplexa livssituationer och stödbehov. I vår studie undersöker och analyserar vi den samverkan som sker inom ramarna för professionella inom kommunens arbete med finansiell samordning, med särskilt fokus på professionellas arbete och upplevelser av samverkan kring ungdomar i behov av samordnade insatser. Genom semistrukturerade intervjuer tar vi del av fyra professionellas, inom två olika kommuner, erfarenheter och upplevelser av samverkan av rehabiliteringsinsatser vilket sedan analyseras utifrån ett professionsteoretiskt perspektiv. Resultatet visade på en skillnad i organiseringen av samverkan mellan de olika samordningsförbunden och kommunerna. Gemensamt däremot var avsaknaden av rutiner vilket styrde de professionella att självständigt skapa förutsättningar för att möjliggöra samverkan. Intervjupersonerna delgav öppna kommunikationsvägar, god kontinuerlig kontakt samt samlokalisering med samverkansparter, möjligheten till att gå utanför uppdragets ramar samt kunskap om varandras organisationer som olika aspekter som påverkar samverkan. Utifrån den professionsteoretiska tolkningsramen ser vi att de professionellas förutsättningar till samverkan är bundna av organisationens uppbyggnad, lokala förutsättningar, möjlighet att ta vara på den professionellas handlingsutrymme och anpassningsbarhet till de förändringar som sker inom och utanför organisationen över tid. Lagen om finansiell samordning av rehabiliteringsinsatser drar de professionella mot organisationsprofessionalismen men intervjupersonerna lyfte vikten av att se till individens unika behov och hur handlingsutrymmet kan användas för att hjälpa de unga i behov av samordnade insatser.

Abstract [en]

Cooperation between authorities and organizations is an important part of social work when it comes to young people with complex lives and support needs. In our study we investigate and analyze cooperation from the perspective of professionals within the county’s work in Financial Coordination of Rehabilitation Measures (Finsam), with focus on the professional's work and experiences with young people in need of coordinated support. Through semistructured interviews we hear four professionals, from two different counties, share their experience of cooperation when it comes to young people in need of rehabilitation measures, which is then analyzed through professions theory. The results show a difference in how cooperation is organized between the different Coordination Associations (samordningsförbund) and counties. Common for both, however, was the lack of guidelines related to cooperation which led the professionals to create their own in order to make cooperation possible. The interviewees shared that open ways of communications, an ongoing and continuous form of contact, co-location with cooperation parties, the ability to go beyond the scope of the job, and knowledge about each other’s organizations were various aspects affecting cooperation. Through the lens of profession theory we find that professionals conditions for cooperation are bound by the organization's structure, local conditions, the ability to make use of the professional's room for action, and the adaptability to inter- and outer organizational change. The Act on Financial Coordination of Rehabilitation Measures pushes professionals towards organizational professionalism but the interviewees emphasized the importance of seeing to the individual’s unique needs and how the professional's room for action can be used to help young people in need of coordinated measures.
