Våld i nära relationer är ett globalt och nationellt samhällsproblem med allvarliga konsekvenser för individers fysiska och psykiska hälsa. Trots en ökad medvetenhet och satsningar, kvarstår utmaningar i samverkan mellan centrala aktörer som polis och socialtjänst, vilket försvårar arbetet med att ge adekvat skydd och stöd till våldsutsatta.

Denna studie syftar till att identifiera hinder och möjligheter i samverkan mellan polis och socialtjänst, för att stärka insatserna mot våld i nära relationer. Genom kvalitativa intervjuer med yrkesverksamma i två kommuner i Västerbotten, har studien undersökt hur organisatoriska faktorer, sekretesslagstiftning och kommunikationsstrukturer påverkar samverkan.

Resultaten visar att bristen på fasta rutiner och osäkerhet kring sekretessregler försvårar informationsutbyte, och skapar otydlighet i ansvarsfördelningen. Samtidigt framhåller de intervjuade behovet av gemensamma utbildningar, tydligare strukturer och förebyggande samarbetsmodeller för att förbättra arbetet.

Studien belyser vikten av långsiktiga strategier och strukturerade modeller, såsom Islandsmodellen, för att stärka samverkan mellan Polismyndigheten och socialtjänsten. För att dessa modeller ska vara framgångsrika, krävs dock att ekonomiska obalanser mellan myndigheterna adresseras. Vidare forskning bör fokusera på hur våldsutsatta individer upplever samverkan, och på hur ekonomiska och organisatoriska faktorer kan förbättras för att säkerställa en effektiv och hållbar samverkan. Genom att stärka både strukturer och resurser, kan skyddet och stödet för våldsutsatta individer förbättras avsevärt.

Domestic violence is a global and national societal problem with serious consequences for individuals' physical and mental health. Despite an increased awareness and investments, challenges remain in the collaboration between key operators such as the police and the social services, which complicates the work of providing adequate protection and support to victims of violence.

This study aims to identify obstacles and opportunities in the collaboration between the police and the social services, to strengthen efforts against violence in close relationships. Through qualitative interviews with professionals in two municipalities in Västerbotten, Sweden, the study has investigated how organisational factors, privacy legislation and communication structures affect the collaboration.

The results show that the lack of fixed routines and uncertainty about the law involving  confidentiality makes it more difficult to exchange information between organisations, and creates ambiguity in the division of responsibilities. At the same time, the interviewees are lifting the desire for joint educations, clear structures and preventive collaboration models to improve work between the organisations.

The study highlights the importance of long-term strategies and structured models, such as The Icelandic model, to strengthen collaboration between the Police Authority and the social services. For success of these models, however, economic imbalances between the authorities are addressed. Further research should focus on how abused individuals are exposed to violence experience collaboration, and on how economic and organisational factors can be improved to ensure effective and sustainable collaboration. By strengthening both structures and resources, the protection and support of victims of violence can be significantly improved.
