The purpose of regulation and supervision is to guarantee sound animal health and protection. Municipal environmental and health protection agencies have the local responsibility for the public supervision of the observance of the animal protection laws, in which reindeer herding is included. The purpose of this work is to describe how the different municipalities run their animal protection supervision within the reindeer industry, identify problems as well as present possible measures to improve the animal protection supervision. The chosen method involved in-depth interviews via telephone with inspectors who work with animal protection questions, provincial veterinarians, the Animal Protection Agency’s Supervision and Information Division, the National Association of Swedish Sami (SSR) as well as reindeer owners. One way to inspect is to work as presently done, or that the different environmental offices initiate a cooperation and in combination with the reindeer industry drawing up a risk-based system of supervision as a complement in order to insure sound animal protection. The idea is that the supervision system and the environmental office’s supervision shall complement one another. However the animal protection supervision is run in the future, the inspector must be the one who has the responsibility of contacting the reindeer owner/ Sami villages in order to be able to practice a meaningful supervision. Ongoing education of inspectors is a vital component, since the general opinion among inspectors and reindeer owners alike is that there is a lack of knowledge in the area.
