Magnetic fields in buildings - a question for localauthorities and county administrations
Since the late 1970s there have been assumptions about extremely low frequency (ELF) magnetic fields causing leukaemia. Epidemiological studies have shown an increased risk of cancer in children residing near high-voltage power lines. Yet no studies have identified the biological interaction between ELF magnetic fields and humans. In Sweden there are no limits for long-term exposure; instead there is a recommendation from the authorities to act with caution. The aim of this report was to examine how issues of ELF magnetic fields are attended to by the local administration of planning and construction in each municipality of Västerbotten County and the county administrative boards in Sweden. The study gives a review of the knowledge of ELF magnetic fields in buildings and possible measures in order to reduce fields, and also current regulations, laws and means of control. Also, the results from a questionnaire study concerning the implementation of existing regulations are presented. A questionnaire dealing with the issues of ELF magnetic fields in physical planning and construction was sent to the municipalities. Another questionnaire about regional environmental objectives was sent to the county administrations. There was a large diversity among the answers. On the whole, issues of ELF magnetic fields have a low priority. In the municipalities, local regulations are rarely used for handling ELF magnetic fields in planning and construction. Despite this, half of the municipalities have taken some kind of measures to reduce fields in buildings, and many are positive to local regulations of ELF magnetic fields. Regional environmental objectives of ELF magnetic fields seldom include physical planning and construction, and the follow-up of the environmental objective have a low priority.
