A study on the opinions of food business operators in Umeå, Luleå and Skellefteå regarding the transition to european food legislation

The laws concerning Swedish food businesses have undergone major changes since 2002 in order to comply with the EG-regulation 178/2002. The transition brought a more flexible framework for food legislation as well as identifying the food businesses obligations in several areas. However, The Swedish food act states that everyone subjected to either Swedish and/or EU food legislation is entitled to guidance, information or other types of support in order to fulfil the requirements.

The operators opinions on the transition to the new rules has been studied in three municipalities in Sweden; Umeå, Skellefteå and Luleå. 50 food businesses in each municipality were chosen to participate in a questionnaire-study focusing on possible difficulties during the transition. Potential problems that were studied include difficulties with applying new flexible rules and also if and how the local authorities offered any support and guidance.

The study shows that most of the operators see themselves as having good knowledge of how the system has changed as well as having a good understanding of how to apply the new rules to their business. Several operators state that the guidance they received from the municipality was not enough and they want more support in the future. It is the opinion of the authors that the local authorities should limit their supportive efforts to information only since too much guidance and support may cause conflict in their role as supervisory authority.
