Risk management general review and with the IT-tool Capella - including a question bank for Skellefteå Kraft’s business area Heat

This study describes how to perform risk management and evaluate Capella, a web-based application for risk management used by the energy company Skellefteå Kraft. Furthermore, the aim has been to, along with representatives from Skellefteå Kraft, develop questions for Capella considering environmental risks and work environmental risks for facilities belonging to business area Heat. The basis of this study is a review of literature, personal contacts and my own reflections. Brainstorming and checklists with possible environmental risks and work environmental risks according to ASA (Work Safety Analysis) have been used to form questions for Capella. Damage caused by accidents amounted to 37 million SEK in 2003, (costs for environmental damage not included). Risk management is carried out to prevent the occurrence of accidents and incidents and reduce the consequences in case of an accident. Potential risks are identified and the extent of these are estimated. Actions are taken for risks that are not accepted. Demands of risk management come from customers, management systems, authorities and legislation, for example, the environmental code, SFS 1998:808, the work environmental act, SFS 1877:1160 and belonging decrees. Hazard and Operability studies (HAZOP), What-if, ASA and Failure Mode and Effect Analysis (FMEA) are examples of methods for risk analysis. Capella meets the objective of risk management and therefore I see it as a good tool for risk management. Commitment at all levels of the organisation and allocation of responsibilities is the basis for successful risk management. The knowledge of the performers and the information that is used reflects the results of risk management.
