Judgment of normal and high protection levels for wastewater systems within the municipality of Härnösand
Environmental Protection Agency published in 2006 new general recommendations (2006:7) concerning small sewer systems for domestic wastewater. The recommendations specify the functional requirements concerning environment and health regulations that a small wastewater system should be able to achieve depending on which area the system is located in. The functional requirements for a small wastewater system are higher in areas that are considered to be of greater value to protect than other areas of normal value. Consequently, the sensitivity of an area to impact of sewage water decides the protection level and consequently the functional requirements. By reason of the new requirements, it has been suggested by the municipality of Härnösand to make a policy concerning protection levels. The main question of this report is therefore which areas within the municipality should be pointed out as high and normal protection levels. This study is based the results of a literature search and a review other materials in order to make a judgment concerning normal and high protection levels. The results show that 78 areas within the municipality of Härnösand should have a high protection level whereas the remaining areas are classed as normal. The policy is to be used as a foundation for decisions on small wastewater systems and my main conclusion is that it will make it easier and faster to make decisions on permission and the registration process.
