Intended and actual effects of measures against turbidity - A case study covering measures, control programs and follow-ups for constructions causing turbidity
The purpose of this study was to investigate whether measures against environmental effects provides the assumed protection. The study is focused on measures against turbidity. The main question was: Have the measures proposed to protect people and the environment intended effect? Other issues discussed are: What measures have been taken at each studied object? Is any measure more or less effective? How are follow-ups made? Judgments, permissions, internal control programs, environmental impact assessments and turbidity reports from nine objects in Sweden were studied. The material was obtained through contacts with entrepreneurs and agencies. The results show that the variety of measures taken makes it difficult to assess the efficiency of each measure separately. The most commonly used measure is regulating the time periods during which the construction work may be executed. The efficiency of measures are controlled by monitoring programs, however, long term follow-ups are often missing. Without these, it is not possible to assess whether the implemented measures provide sufficient protection, even though they may meet the conditions imposed on the business. The study also indicates that there are no scientific guidelines of which turbidity level that can be accepted and how reference conditions should be established. Based on the findings of this study it can be concluded that long term follow-ups are necessary both to estimate the influence on the environment but also to form a stable ground for the trade-offs with other interests required by the Swedish law.
