PCB-inventory in buildings – a first step in the inventory of MIVA’s buildings and an instruction for inventory, sampling and decontamination for continued work with PCB
During the years 1956-1973 building materials containing PCBs (Polychlorinated biphenyls) were often used in construction of Swedish buildings. Construction materials which contained PCBs included elastic sealants, flooring materials, condensers and insulated windows. PCBs are toxic substances hazardous to the environment, humans and animals. They remain in the environment for a very long time. According to Swedish law, property holders must make an inventory of buildings and structures erected and renovated between 1956-1973. Sealants and flooring materials with a PCB-content of 500 mg/kg or above must be decontaminated. This study was made for MIVA (Environment and water in Örnsköldsvik AB). MIVA holds 250 buildings that have to be investigated to determine if they may contain PCB in sealants and flooring materials. The purpose with this study was to compile an instruction for inventory, sampling and decontamination and to find out what year the buildings were built or renovated. The instruction will serve as an aid in the continued work with inventory. Three of MIVA’s buildings were selected for sampling. The analysis results showed that two of these buildings had a PCB- content of <2 mg/kg. These buildings don’t need to be decontaminated. One building has a PCB-content of 120 mg/kg and a content between 50-500 mg/kg has to be decontaminated in the future when the buildings are going to be renovated, rebuilt or demolished. The results from these inventories were compiled, the next step of this work with PCBs is to make an inventory of the rest of their buildings and then report all the information and results of analyses from inventories to the supervising authority, for their following-up of the decontamination work.
