Abstract [en]

Pollution and responsibility for remediation on the property Lavsjö 4:46 –Dorotea

The report has been initialized to undertake an investigation of contamination and liability for pollution on the property Lavsjö 4:46, Dorotea. The property has for a long time carried out various kinds of activities and mainly in the automotive sector. The last operator was LLJ Bildemontering AB, who went bankrupt in 1997. Remaining on the property were pollution and scrap from both his and previous activities and property owners. In order to clarify who is responsible for the property, a liability investigation has been made. There has also been made a study to determine pollution within the property. This was done through different methods, for example water sampling. The liability investigation was conducted by studying the laws concerning the subject. These water samples were compared to previous studies, and showed that there were no considerable changes in the concentration of pollution in the groundwater. The property has been declared abandoned after the bankrupt estate was closed. The conclusions of these studies are that there is no one responsible for remediation, neither former property owners, nor former operators. It therefore falls on the local authority to apply for grants for remediation of the property and remove materials and buildings which may cause injury to people.
