Abstract [sv]

I detta arbete har jag gjort en studie på den svenska strandskyddslagen, dess historia, förändringarna gjorda under 2009 och om det har blivit förändringar i antalet dispenser gjorda efter det. Studien är av kvantitative art och baseras på data rörande alla dispenser som blev godkända av alla svenska kommuner mellan 2003-2012. Den kommer även att baseras på undersökningar gjorda av Naturvårdsverket undersökandes Länsstyrelsernas reaktioner på förändringarna och dess effekter på dispensprocessen.

Mina resultat visade att, medan reaktionerna till lagen var negativa, var resultaten positiva med färre godkända dispenser och fler avslag. Däremot har vissa kommuner godkänt undermåliga eller felaktiga dispenser och inte visat något intresse av att förbättra dem. Utöver det har det även vart en ökning i antalet fritidshus och fritidshusområden vilket kan, i framtiden hota, allmänhetens tillgång till stränderna.

Abstract [en]

In this paper I have done a study on the Swedish shore protection act, its history, the changes done in 2009 and see if there has been any difference in the number of dispensations after these changes.

The study is of a quantitative nature and based upon data about the dispensation from 2003-2012 approved by all of the municipalities in Sweden. It will also be based upon surveys done by the Naturvårdsverket (Swedish Environmental Protection Agency) surveying the reactions from Länsstyrelserna (County Administrative Boards of Sweden) to the changes and their effect on dispensationprocess.

The result showed that, while the reactions to the law were negative, the results were mostly positive with fewer approved dispensations and more refusals. More negative was that some municipalities have approved several substandard or invalid dispensations and have shown no interest in learning how to improve them. Also there has been an increase in the number of holiday cottages and holiday cottage areas which, in the future, might endanger the public’s access to the shores.
