The 16 § of the Animal Welfare Act states that permission is required to handle animals commercially or on a larger scale. The Animal Welfare Act is now in progress of change. In the draft of the new Animal Welfare Act is the 16 § exchanged an approval of premises and a requirement of education for objects that handle livestock commercially or on a large scale. The purpose of this study is to describe and analyze the process for an application of 16 §-permission, and explain how the process could be changed if the draft of the new Animal Welfare Act is passed. Ten inspections of objects that had applied for 16 §-permission were made in the study. These were then compared to the draft of the new Animal Welfare Act. Only three of the objects had a responsible person with an education handling the animals. At five objects was approval of premises not required. Only one object had their premises approved and also an educated person. If the inspections had been made after the draft of the new Animal Welfare Act, only three of these ten objects would have operated legally. The County Administrative Board would have become aware of only two, when the objects had applied for the approval of the premises. Owing to the draft, the County Administrative Board will not be aware of the same livestock, and will therefore not be able to make preventive inspections of the same types of livestock as today.
