Current overview from Swedish school inspections show that the Swedish upper secondary schools' work with individual educational programs (IEP´s) reveals major flaws. Establish IEP in accordance with the demands of the governing statutes does not appear to be an easy task. The purpose of this study was to investigate a high school work with IEP, to explicitly identify areas where there are difficulties in staging the requirements, and what could have prevented this from happening. The study is based on the statutory requirements concerning high school work in special education needs. To meet the study's purpose, several different methods have been used; Result is partly based on analysis of the school's educational surveys and action, and partly on questionnaires and interviews. The study revealed several areas in which the statutory requirements were met, but also showed areas in which there are problems with orchestrating the intentions: Mainly there were deficiencies in the educational survey related to procedures and documentation. The study also showed difficulties concerning analysis about the causes and needs of the students. Students' strengths and opportunities emerged very rarely- a fact also revealed in previous studies. The investigation revealed several factors that contributed to the difficulties: Teacher´s understanding of the law as the sole governing documents, as well as the lack of understanding of the action programs relevant to the educational activities in general. School culture and organization proved to be a strong factor that prevented the action programs drawn up in accordance with the statutory requirements.
