The aim of this study was to investigate whether suggestions made in a pupil’s special action plan were actually put into use. Another aspect was also to look into whether the support for pupils through these special action plans could be called “inclusion”.

With this in mind, four questions were asked: How do class teachers and special needs teachers view the inclusion of pupils with special action plans? What does the support in the teaching of Swedish consist of? How is this support actually implemented? How much support, measured in time, do pupils with special action plans receive during Swedish lessons?

The study was performed using a triangulation of observations, interviews and collection of data. The observations took place in using two different classes for four lessons each. The class teachers and the accompanying special needs teachers were interviewed using a partly structured set of questions. The data was collected by summarizing the selected pupils’ special plans of action.

The results of the study show that the term known as “inclusion” is broad and initially difficult to explain/define. In a lot of cases pupils are excluded when it comes to special needs. Special needs teachers have not considered that the pupils become excluded when the special needs teaching occurs outside the classroom. The most common type of support consists of extra help in the classroom in the form of more support. The study shows that pupils with a special needs action plan receive more help than the other pupils.

Unfortunately the action plan itself is more a piece of paper than it is an actual functioning document. It seems that the action plan is written for the sake of writing it, and thus the school and teachers can feel at ease in the event of a school inspection.
