    Abstract [en]

    The article’s purpose is to discuss causality in the social sciences. More specifically, causality as the relationship between the necessary and sufficient conditions in order to derive why A, B, C ... cause Z. Its empirical focus is the1934 Tärendö municipal election within which the Swedish Nazi party received 30.8 percent of the vote as compared to surrounding municipalities where it received less than 4 percent of the vote. Its analytical foci are the necessary and sufficient conditions behind a historical event, as refered to by the so-called INUS model, derived from a number of formal logical rules (above all the rule of contraposition). In Tärendö, in contrast to surrounding communities, a number of socially prominent people (the forester, doctor, priests and farmers) supported the Nazi message and there was no established social-democratic alternative, besides a communist party, and only weakened bourgeois partial alternatives that formed a defense against Nazism.

    Abstract [en]

    The purpose of this article is to study how Sweden’’s political parties handled the processof constitutional review from 2004-2008. In particular the analysis examines howparties choose between their office-seeking, policy-seeking and vote-seeking goalsand the desire to maintain intra party agreement. Three expectations are identified: (a)parties’’ different strategic situations lead them to advocate different long-term goals;(b) different party levels will take different stands in order to increase their influencevis-a-vis other levels; (c) party leaderships will try to increase their freedom to negotiatewith others by avoiding extensive intra party debates or decisions. The study isbased on 30 interviews with representatives closely involved in the constitutional-reformprocess. The conclusion is that parties have self-interested goals as regards thequestion of how the political game should be regulated. The conflict between differentintra-party levels is also obvious. However, due to party members’’ disinterest inthe constitutional review, party leaders did not need to adopt a variety of strategies toavoid a large scale intra-party debate. It was enough for them to claim that the resultingcompromise was actually something of a victory for each party.

    Abstract [en]

    This article aims to examine participation and influence of pensioners’ organizations in a context of marketization within local elderly care. The literature on New Public Management (NPM) points out different views on the effects of marketization on the participation of organized interests within the decision-making process. One view states marketization implies less of participation by organized interests since this stands in conflict with inherent values of NPM, such as efficiency and the citizen as customer on a market. An opposite view states that marketization does not cause this effect, i.e., organized interests participate in the same manner as before. The empirical investigation consists of interviews and official documents from four Swedish municipalities with a marketized elderly care. The result is that marketization does not cause any major crowding out effect on organized interests from the decision-making process. However, concerns can be raised about the extent and quality of participation since procedures of contracting out are not always compatible with democratic values such as transparency and participation.

    In this article we discuss government formation after the parliamentary elections in 2014 in a historical and comparative European context, while at the same time connecting our discussion to the research on government formation and duration in parliamentary democracies. The paper raises and tries to answer the following questions: Why did the Social Democrats form a minority government with the Green Party after the parliamentary elections in 2014, excluding the Left party? What can we say about the allocation of ministerial portfolios between the Social Democrats and the Green Party in the new government? And what are the consequences of the so called December agreement between the new government on its ability to govern and survive until the next regular election in 2018?

    Abstract [en]

    Could city-regions, i.e. core cities with a commuting hinterland, function as demos and units for regional governance in Sweden? This question is explored through the application of four criteria, mainly generated from communitarian theory. In order to function as a demos, a city-region should be a functional region, citizens should identify with, and be politically oriented towards the city-region and introducing an elected government for the city-region should have popular support. These criteria are tested in two city-regions of different sizes – Göteborg and Umeå – using representative citizen surveys. The analysis indicates that all four criteria are met in both city-regions, but more distinctively in the Göteborg region. As an example, a regional reform in Sweden is outlined, with nine city-regions and 3-4 rural regions. However, it is concluded that it is unlikely that more fundamental reforms will take place, due to the strong position of current municipalities and county/regional governments.

    Abstract [en]

    Based on present planning projects in the city of Umeå, Sweden, we will in this paper study how imaginaries of the gender equal city is presented, filled with meaning and used in place marketing with the overall ambition to discuss the possibilities and pitfalls of what we call the gender equality planning strategy. The aim of the paper is to discuss the possibilities for changing gendered power relations, as well as other power relations related to class, race and sexuality through an analysis of local initiatives for a good city. The material consists of a case study with a focuson planning projects aiming at creating equal cities, such as improving accessibility in public space, gender aware analyses of the city’s symbols and decorations etc., and includes analyses of interviews, policy documents and media reports. The theoretical framework draws on the discussion of politicization and de-politicisation(Mouffe 2005) in relation to neo-liberal forms of rule where place-making and place-branding are rationalities that risk moving conflicting dimensions in society outside both planning and politics overall.

    Abstract [en]

    This article examines the citizens’ political participation at local level in two Swedish city-regions. Theories of political participation claim that citizens’ resources, motivation and networks are crucial for political activism. Other theories state that the territorial context and political institutions matter as well. This indirect effect by the context is expected to be gendered, i.e. the effect is assumed to be different for women and men. The analysis is based on survey data for 3,200 citizens in two Swedish city-regions. The effect of the territorial context is investigated on several different forms of political participation, while controlling for individual factors and political institutions. The gendered effect is investigated by interaction variables. The result is that the territorial context do have a significant effect on most form of political participation and this effect is gendered. Individual factors have significant effects as expected while political institutions are unimportant.

    Abstract [en]

    The Swedish Committee on Constitutional Reform worked during the period 2004-2008. It was assigned to conduct a comprehensive review of the Instrument of Government, the fundamental law which regulates the governing of Sweden. A gender researcher was engaged by the Committee to make an analysis of the Instrument of Government and to propose necessary changes. In the end nothing was changed in the content of the law; instead the main the main result was the adoption of a gender-neutral language. In this article I show that that gender was basically a non-issue in the Committee. There are two main explanations for this. First, gender is the basis of a hierarchical power structure in society. Issues of gender tend to be seen as deviant and not prioritized. Thus, gender is not easily formulated as a constitutional rule. Second, the Swedish tradition of constitutional minimalism makes it difficult to incorporate new issues in the constitution, as this violates institutionalized norms and traditions.
