    Governance patterns and performance of regional strategies in peri-urban areas: comparative analysis of seven cases in Europe and Chine2011Report (Other academic)
    Abstract [en]

    This report examines how different regional and local governance patterns and specific spatial planning strategies impact on peri-urban land use in Rural Urban regions. It draws from seven regional case studies, presenting a diverse mix of strategies ranging from protecting biodiversity and agricultural land, creating recreation and tourism opportunities to reducing pressure from building and infrastructure development. To study the means of influence or power an analytical framework of ‘policy arrangement’ was employed (Tatenhove et al, 2000): specifying rules of the game, resources, coalitions and discourses. Both government and nongovernment actors such as environmental groups or developers can form coalitions, adopt rules, employ resources and develop discourses to influence policies and developments in urban regions. The analytical and assessment frameworks defined by regional researchers and practitioners helped to organize the case study data and to evaluate both processes and outcomes of governance in peri-urban areas. The outcomes are represented in a summarized way for each strategy and region.

    The report provides examples of unsustainable developments in peri-urban regions and how certain strategies helped to counteract these, and emphasizes the importance of recognizing peri-urban areas as a policy field in its own right.

    A sustainable spread of land use over the Rural Urban region requires regional authorities whose jurisdiction covers the Rural Urban region and who have the appropriate mix of policy means of influence and relative power over lower level authorities. Under the current predominant discourse of ‘sustainable’ development largely being equal to economic development, the outcome of sustainability concerns depends on urban areas taking financial responsibility for the inclusion of common good interests such as ecosystem services, cultural heritage and social and environmental justice into the periurban areas. Recommendations for policy makers at different levels conclude the report.

    Integrationsfrågan ligger högt upp på den politiska agendan efter ett högt lyktingmottagande till Sverige de senaste tio åren. En av de kommuner som haft ett betydande mottagande är Lessebo kommun, där man bland annat initierat ett integrationsprojekt för att förbättra integrationen i kommunen genom samverkan. Studien är en fallstudie av integrationsarbetet

    Lessebo kommun med en utgångspunkt i teorin om multi-level governance. Syftet var att svara på hur samverkan på området sett ut bland de medverkande aktörerna. Det låg även i studiens intresse att se hur kontinuiteten och framtidsutsikterna såg ut för integrationsarbetet.

    Detta undersöktes genom kvalitativa intervjuer och studien visade att Lessebo kommun har ett förhållandevis djupt samverkansarbete inom integrationsområdet. Studien visade att det finns strukturella utmaningar inför framtiden, där bland annat regelverk bör ses över för att harmonisera bättre med hur man arbetar med integration. Resultatet visar dock även att samverkansforumet varit öppet och att samtliga medverkande uppfattat sitt inflytande som gott.

    Abstract [sv]

    Syftet med denna uppsats är att belysa huruvida de samiska intressena, med fokus på rennäringen, framställs i de samiska förvaltningskommunernas översiktsplaner. Syftet är även att belysa hur dessa översiktsplaner beskriver rennäringen i relation till övriga näringar samt om en kan urskilja någon skillnad beroende på när översiktsplanen reviderades. De samiska förvaltningskommunernas översiktsplaner delas upp i två grupper, där den ena gruppen besitter översiktsplaner som är antagna före lagen om minoriteter och minoritetsspråk (SFS 2009:724) antagits och den andre gruppens översiktsplaner är reviderade efter denna lag antagits. En blandning mellan kvantitativ innehållsanalys och kvalitativ innehållsanalys tillämpas för att analysera uppsatsens material. Resultaten som presenteras i denna uppsats är bland annat att dessa två grupper med samiska förvaltningskommuner skiljer sig åt gällande frekvensen av kodningsenheterna som fastställts. Vidare visar resultaten på en skillnad mellan kommunerna gällande huruvida rennäringen beskrivs i positiv eller negativ dager i förhållande till andra näringar i kommunen. Uppsatsen avslutas genom förslag på fortsatt forskning inom området.

    Abstract [sv]

    Denna studie syftar till att undersöka samhällskunskapslärares tankar och upplevelser kring bedömningspraxis. Den undersöker hur lärare tänker kring sin egen bedömning i relation till likvärdighet, samt vad de uppfattar som målet med sin bedömning. Detta undersökningsin-tresse undersöks med hjälp av kvalitativa intervjuer med fem stycken lärare för att undersöka hur de tänker kring bedömning på en djupare nivå.Resultatet visar att lärarna ser bedömning som något bra eller åtminstone nödvändigt. Studien visar att lärare försöker jobba formativt i sin bedömning för att hjälpa eleven utvecklas. Den summativa bedömningen har på så vis mindre plats i bedömningen hos de undersökta lärarna. Den kunskap lärarna söker är både faktakunskap och förmågor där fakta ses som en nödvän-dig grund för att utveckla elevernas förmågor. Målet med bedömningen enligt lärarna är att ge eleverna kunskaper som de har nytta av genom hela livet och inte enbart under sin skolgång. Lärare ser likvärdighet som något som uppnås på deras egen skola mellan dem och deras kol-legor. Likvärdighet ses dock på nationell nivå ouppnåeligt vilket anses problematiskt. För att uppnå likvärdig bedömning mellan elever anser lärarna att beprövad erfarenhet i de flesta fal-len säkerställer detta, metoder som matriser är mindre vanligt. Lärare uppfattar på så vis lik-värdighet som ett problem men skolan och lärarna har få konkreta metoder för att stärka sin likvärdighet.

    How do international norms travel?: Women’s political rights in Cambodia and Timor-Leste2009Doctoral thesis, monograph (Other academic)
    Abstract [en]

    How do international norms travel, via statebuilding efforts, into post-conflict settings, and how do international and national actors interact in this process? These are the main questions addressed in this thesis. The empirical focus is the spreading and rooting of the norm of women’s political rights in Cambodia and Timor-Leste, two countries in which international actors have played a significant role in statebuilding efforts. Although statebuilding has increasingly become a part of UN peacebuilding missions, we still lack a thorough understanding of how much, and in what ways, the international community can successfully promote change. This is important in view of the fact that the key to success ultimately depends on how the receiving community responds to the presence and efforts of international actors to promote new social norms. 

    This study analyzes the interaction between international and national actors engaged in the promotion of women’s political rights as part of the effort to advance democracy. Three institutional developments are examined in detail – electoral rules and regulations, the establishment of a national gender equality/women’s machinery and the strengthening of the local government structure. The study uses a modified norm diffusion approach and makes two theoretical contributions to the literature. First, I place the norm diffusion process in a post-conflict context. Second, I add the concept of capability to function in order to conceptualize and study the internalization of the norm. The thesis is based on both an analysis of written material and semi-structured interviews. A total of 65 interviews were conducted during three research trips to each of the countries between 2007 and 2009.

    In general, the four empirical chapters reveal that the interaction between international and national actors has predominantly been characterized by international actors setting the agenda, with varying degrees of consultation and collaboration with national actors. While norm institutionalization has been rather high in both countries, norm inter­nalization lags behind. This is explained by discriminating ways of life and attitudes, lack of resources and time. Norm internalization is higher in Timor-Leste, in part because national actors have adapted the norm of women’s political rights to fit the local setting, but also due to their openness to international influences. The empirical study underscores that international actors can push for change and norm adherence, but their efforts are not enough. In the end, national actors have to buy into the message that international actors try to convey. The strengths and weaknesses that have been uncovered in the Cambodian and Timorese case studies presented here should be carefully considered as international actors, led by the UN, embark upon future statebuilding missions around the globe.

    Abstract [en]

    Women’s inclusion in the reconstruction of war-torn societies is important for sustainable peace and functioning democratic states. This paper specifically addresses women’s security situation in East Timor, seven years after the country’s vote for independence. The peace process is generally viewed as a success story but seven years later, women face several obstacles to enhanced political, economic and social status in society. What policy outputs, in particular in the political realm, can be detected, and what, if any, obstacles face women in their struggle for increased security? Are women acknowledged as important actors in the democratization or was the “gender-friendly” peacebuilding process simply a rhetorical instrument that later turned out to ignore women’s situation when policies were to be implemented? The paper highlights several important political aspects crucial for building sustainable peace and for stabilizing democracy, and examines how these issues include or exclude women in East Timor.

    The United Nations and peacekeeping: Lessons learned from Cambodia and East Timor2007Report (Other academic)
    Abstract [en]

    The United Nations’ role in securing peace and promoting democracy has developed in the post-Cold War Era. Only a few of the Unite Nations peacekeeping missions undertaken since 1989 have been deployed in Asia. However, two of the more ambitious operations have been carried out in Asia, namely in Cambodia in the early 1990s and in East Timor in the late 1990s. Both these operations had mandates that provided the United Nations with the possibility to control the national institutions in peace building attempts; i.e. cases of international administrations. In Cambodia the United Nations carried out its most ambitious operation to that date and the mission undertaken in East Timor was the most extensive and expensive peace building attempted by the United Nations. As such, both operations have served as ‘blueprints’ for future United Nations missions.

    The paper will study these two cases in-depth, looking specifically at what lessons can be learned, from the mandates, the contexts, the challenges encountered during the operations, and the outcomes. What problems and possibilities can be identified based on how the operations were initiated, planned and implemented?

    Syftet med studien har varit att ta reda på vad som hänt efter framgångsåret 2005 när Sävsjö kommun blev vald till årets företagsvänligaste kommun av Veckans Affärer. Min utgångspunkt har varit en rapport jag skrev våren 2008, där syftet var att titta på orsakerna till kommunens framgång samt hur detta hade påverkat Arbetsförmedlingen lokalt. Svaren i det tidigare utförda arbete har legat till grund för frågeställningarna i detta arbete där kvalitativa intervjuer genomförts med företrädaren för Sävsjö Näringslivs AB, kommunstyrelsens ordförande, en person på Arbetsförmedlingen, verksamhetsledaren för Science Park systemet samt med två företagare. Resultatet i studien pekar på att samtliga frågeställningar som arbetats med varit viktiga i bevarandet och utvecklingen av ett gott företagsklimat inom Sävsjö kommun, men samtidigt finns tre ingredienser som varit avgörande. Två av orsakerna framkom redan i det tidigare utförda rapportarbetet, nämligen samverkan som lett fram till målmedvetet arbete. En annan orsak som framkommit i denna undersökning är tillgången till ett välutvecklat nätverk. Orsaken till det gynnsamma företagsklimatet ligger dock inte enbart i de åtgärder som vidtagits utan hänger ihop med de beslut som togs i början av 2000-talet när det rådande klimatet inom kommunen då befann sig i ett krisläge
