    Mobilitet och tillgänglighet – framtidens resande2016Report (Other academic)
    Abstract [sv]

    Trafikverket har gett TRUM (Transportforskningsenheten vid Umeå Universitet) i uppdrag att utreda framtidens mobilitet innefattande frågor såsom privatpersoners attityder och normer till resande med bil och däribland självkörande bilar, betalningsvilja, syn på ägande inställning till individuellt resande gentemot kollektivt resande, samt intressenters förväntningar på ett framtida tillgängligt transportsystem. Därutöver önskar Trafikverket ökad förståelse kring arbetssätt och metoder för att möta teknikutveckling och framtida mobilitet. Syftet med föreliggande rapport är att svara på dessa frågeställningar utifrån litteraturstudier och intervjuer.

    Det huvudsakliga underlaget för rapporten är en genomgång av litteratur relaterad till transporter, mobilitet och historiska såväl som framtida trender. Fokus har varit på persontransporter kopplat till människors beteende, samt vad privatpersoner, framtidsspanare och företrädare för bil- och teknikbranschen tror kommer att hända med personresande i framtiden. Utöver litteraturstudien genomfördes sex intervjuer under januari och februari 2016. Intervjuerna gjordes med syfte att öka förståelsen för hur människor resonerar kring mobilitet och transporter i dagsläget och hur de tror att vi kommer att resa i framtiden. Utifrån litteraturgenomgången och intervjuerna kan konstateras att attityder till elbilar generellt sett är positiva. Hinder för ett bredare genombrott utgörs av uppfattade prisskillnader, räckviddsångest och uppfattad brist på laddinfrastruktur. Som drivkrafter kan nämnas ökat miljömedvetande och alltmer positiva attityder bland flera olika aktörer, till exempel teknikutvecklare. När det gäller självkörande bilar är attityderna mer varierande. Bland annat lyfts säkerhetsfaktorer, tillgänglighet och det faktum att flera bilmodeller redan idag utrustas med olika typer av autonomifunktioner. Enligt olika bedömningar kommer koncept såsom Mobility as a Service och liknande att leda till förändrade attityder och normer när det gäller både privat och kollektivt resande. Avslutningsvis lämnas förslag på hur dessa och andra förändringar kan följas och förstås utifrån ett planeringsperspektiv. Olika metoder och perspektiv är viktiga för att skapa en bild över framtida utveckling redan idag, framförallt kopplat till de miljöutmaningar samhället står inför.

    Staten och kollektivtrafiken i glesa bygder efter 1989: översikt och policyanalys2010Report (Other academic)

    Denna rapport belyser vad som hänt med turtäthet och trafikutbud i några glesa områden sedan 1989 – då trafikhuvudmannareformen genomfördes. Rapporten ingår i det av Vinnova finansierade projektet Resande i glesa bygder – kvinnors och mäns livsförutsättningar (Dnr 2006-02279), ett projekt som syftar till att belysa och diskutera de olika villkor för dagligt resande och dagligt liv som människor i glesare områden har.

    I projektet testar vi tre myter; (i) den om den homogena glesbygden, alltså det faktum att "glesbygden" inte är en, utan många, sinsemellan olika och mer eller mindre områden, (ii) den om förstelnade könsrelationer i glesbygd och (iii) den om en transportpolitik som är anpassad till de behov människor i skilda geografiska miljöer har. I denna rapport knyter vi an till den tredje myten om ensammanhållen och oföränderlig transportpolitik för hela landet. En övergripande trafikpolitisk målsättning är att erbjuda människor och näringsliv i samtliga landets delar en tillfredsställande transportförsörjning. Sedan Länshuvudmannareformen 1988 har stora insatser gjorts för att få till stånd fungerande, för resenärerna attraktiv, och samhällsekonomiskt lönsam kollektivtrafik. Inte minst har olika försök gjorts att finna alternativa trafiklösningar i glesbygd. Det nedslående resultatet är dock att trots många och goda försök fungerar inte kollektivtrafik i glesbygd; passagerarunderlaget är för lågt, länstrafikbolagen kan inte få ekonomi i verksamheten, och resenärerna – både kvinnor och män – väljer bil. Skillnaden mellan politiska mål och faktiskt vardagsliv har till stor del att göra med myten om den oföränderliga glesbygden.

    This paper reports a field experiment with the purpose of studying the effects of increased awareness on travel mode choice. One hundred fifteen subjects were randomly assigned to an experimental and a control group. In the experimental group, a more deliberate choice of travel mode was induced and expected to result in a stronger relationship between attitude and behavior, a weaker relationship between habit and behavior, and a behavioral change among individuals with a strong habit. Attitude, habit, and behavior were measured in travel diaries and questionnaires. The results indicated no significant change in the relationship between attitude and behavior and no significant change in the relationship between habit and behavior. However, a temporally extended decrease in car use was observed in the experimental group. The effect was noted for individuals with a strong habit who reduced their car use but not for subjects with a weak habit.

    Abstract [en]

    Intelligent speed adaptation (ISA) refers to various concepts aiming at limiting the vehicle speed. In Umea, Sweden, a large scale field study was carried out to test the possibility to, on a voluntary basis, install one type of ISA device in private vehicles. In this study 10,300 car owners were contacted by telephone and offered to have an ISA device installed in their car. This paper reports on drivers' attitudes to four different ISA-applications and on factors influencing the decision to install the one type of ISA, an electronic speed checker (ESC). The results show that approximately 40% of the respondents accepted the offer to have an ESC installed in their vehicle. The analysis indicated that age, perceived risk, moral and perceived difficulty to keep the speed limits significantly influenced their evaluation of the ESC and that the perception of the ESC influenced the decision to participate.

    Abstract [en]

    Awareness of the mechanisms underlying training and development (T&D) programmes is crucial in creating sustainable learning conditions in organisations. The organisational and psychosocial aspects of the work environment in Swedish elderly care is the focus of this longitudinal study, and the relation between process and results of a T&D programme is investigated. A mixed-methods design enabled exploration of the content of the quality improvement efforts, followed by an examination of how aspects of the work environment are influenced. The perceived learning climate, workload and resource adequacy are shown to be influenced differently by different contents. Insights into the complexity surrounding T&D programmes are then offered. It is concluded that even if a seemingly sound method of quality improvement is implemented, this is not enough to guarantee success. Also, it is apparent that changes may sometimes be at the expense of employees' work environment, which may hamper continuous learning.

    Transportation accounts for a large and growing part of carbon dioxide emissions. With an increasing vehicle fleet worldwide private car use is becoming an acute problem in need of urgent attention and action. Policy interference and cleaner cars are not enough; alternative fuel vehicles such as electric vehicles need to be adopted by consumers as well. Previous research on pro-environmental consumer behavior and sustainable consumption has proven the importance of norms and pro-environmental attitudes. However, little research has focused on understanding interpersonal influence found influential in consumer behavior research relating to innovation adoption. Consumer opinion leading and opinion seeking are two such interpersonal influence attitudinal constructs that have not been empirically analyzed in relation to sustainable consumption and alternative fuel vehicles. The main aim of this study is thus to analyze the influence of a set of attitudinal constructs on electric and flexfuel vehicle adoption: personal norms, social norms, ecological attitudes, opinion leading, and opinion seeking. Data from a questionnaire survey on three groups of electric vehicle adopters and non-adopters is used (N=1,192). The results confirm the importance of personal norms, opinion leading and opinion seeking in the three groups also when controlling for socio-demographic factors. The main contribution of this study is that it shows the importance of both interpersonal influence and attitudinal factors as drivers for eco-innovation adoption. The study also contributes in showing that electric vehicle and flexfuel vehicle adopters differ in relation to non-adopters on several factors.

    Abstract [en]

    In 1990, the taxicab industry in Sweden was deregulated. By eliminating entry and price controls, it was expected that prices would decrease and efficiency/productivity would increase. This paper examines the effects of deregulation in rural areas. We assume that the geographic setting, with respect to population composition, population density, economic life, infrastructure, transport service provision, etc., provides different conditions for taxicab services as well as different demands for taxicab services. Taxi logs and taxi meters provided data for this study. The results indicate that although not all expectations have been fulfilled, some positive effects concerning competition and productivity are noted.

    The influence of values, problem awareness, and personal norm on willingness to cooperate were studied. The choice situation was seen as a social dilemma and willingness to reduce personal car use as an intention to cooperate since it requires sacrificing immediate personal gains in order to reduce long-term collective environmental costs. Data were collected through a survey to 2500 car owners in Sweden. The survey assessed, value orientation, problem awareness, personal norm, and willingness to reduce personal car use. A hierarchical model, of the effects of values, awareness, and norms on the willingness to cooperate, was tested with path analysis. Data supported the hypothesized model. Values and problem awareness influenced personal norm, which in turn influenced willingness to reduce personal car use. The results clearly showed the importance of personal norm for willingness to cooperate in a social dilemma.

    The purpose of the study was to test a hierarchical model of the effects of general values, environmental values, problem awareness, and personal norms on general proenvironmental behavior. The model starts with the effects of the relatively stable structures of general values and moves toward effects of more specific environmental values, environmental problem awareness, and personal norms. A personal norm was expected to mediate the effects of values and problem awareness on proenvironmental behavior. Survey data from a Swedish sample of 1,400 individuals were used in a path analysis to test the model, which was supported, and the results showed that the personal norm could be seen as derived from self-transcendent and ecocentric values and activated by problem awareness. The personal norm mediated the effects from general values, environmental values, and problem awareness on proenvironmental behavior.

    In this study a model was applied on consumer acceptance of commonly implemented EV focused measures. The model is based on a norm-activation process as defined in the Value-Belief-Norm theory and the Norm-Activation Model. The study was based on a questionnaire survey study on three groups of car owners; conventional fossil fuel vehicle owners (CV, n = 312, owners of vehicles run on alternative fuels except electricity (AFVnon-electric, n = 386), and owners of some form of electric vehicle (EV, n = 494). The results indicate that activating a personal normative reasoning in people can have a positive influence on the level of acceptance of EV aimed policy measures. It is important that policy makers develop policies that are perceived as just and effective, which as a consequence are then more acceptable to citizens.

    Since humans' activities contribute to climate change it is important to change behavior. Switching to a hybrid/plugin/electric vehicle (HEV/PHEV/EV) for personal transport can be one way. In this study the intention to switch to a HEV/PHEV/EV is studied from the theoretical framework of the moral norm-activation theory of altruism (Schwartz, 1977) and the Value-Belief-Norm (VBN) Theory of environmentalism (Stern et al., 1999). Data was collected using a survey to three groups, alternative fuel vehicle owners (AFV, mainly E85/ethanol), fossil fuel vehicle owners (conventional vehicles, CV), and hybrid/plugin/electric vehicle owners (HEV/PHEV/EV). A SEM model was proposed, and tested on the subsamples of CV and AFV owners, of a hierarchical process of influence from the more general (e.g. values) to the more specific (e.g. beliefs, norms) and finally the intention. The results supported the proposed norm-activation model and showed that problem awareness was more influential in the AFV than in the CV group. In addition, a comparison between the three subgroups (CV, AFV and HEV/PHEV/EV) showed that HEV/PHEV/EV owners differed significantly from CV and AFV owners, in that they were more open to change, less conservative, showed a higher problem awareness, self-efficacy, and a stronger personal norm. The results from this study may have implications for future work of increasing the number of electric vehicles on the roads and thereby contribute to less direct emissions from car traffic.

    The aim is to investigate determinants of intentions to use a new railway line under construction in the northern Sweden. To this end a test was made of a two-part hierarchical model of train-use intentions positing influences from general values and beliefs as well as specific beliefs about the new railway line. A questionnaire was sent to a randomly selected sample of 1238 citizens residing in seven municipalities along the new railway line. In order to also investigate potential generation differences participants were sampled in four age groups, young adults, young middle-aged, middle-aged, and pensioners. The results supported the proposed hierarchical model showing that general values and beliefs influence intentions primarily through the specific beliefs about the railway line. In addition, the results showed that the youngest age group is more open to change and has stronger intentions to use the new railway.

    A growing number of people are long-distance commuters. For some long-distance commuting is a temporary solution, while as for others it can be a more long-term strategy to promote career and income. This study addresses duration of long-distance commuting – 30 km or more between home and work – in Sweden, and what characterizes individuals who commute for shorter or longer periods. The effects of long-distance commuting in terms of economic outcome for both partners in a commuter household are analysed. The study is based on register data for the years 1995–2005 covering all long-distance commuters in Sweden. One finding is that previous experience of long-distance commuting makes it more likely to have a long duration of long-distance commuting. In addition economic incentives, such as a higher income, are positively correlated for continuing to long-distance commuting more than a few years. Furthermore, the analysis shows that male commuters benefit more in terms of economic outcome of long-distance commuting. It is concluded that the trend with increasing long-distance commuting can sustain not only gender differences on the labour market but also within households. Finally, the paper indicates that long-distance commuting is a strategic mobility choice for households, rather than a short-term solution for a few years.

    Although the number of different types of EVs is increasing, they still constitute only a small share of the total vehicle market. There are a number of barriers to car owners' adoption of an EV: travel needs, charging infrastructure, the individual car owner's socio-economic characteristics, attitudinal factors, and environmental concern. In this study, the characteristics and geographic location of all private car owners in Sweden (N = 4,447,118) are charted. Through analysis of survey data (N = 1192), the importance of socio-demographic attributes, geographic conditions, car interest, personal and social norms, and environmental concern is estimated. Mapping EV ownership shows that, so far, EV adoption has mainly occurred in metropolitan areas and also to some extent in hotspots outside the metropolitan areas, and that these hotspots are tourist regions that may be exposed to EVs via, for example, Norwegian tourists in the Swedish case. Logistic regression analyses show that age and education level have positive impacts on EV ownership. Residential area also has an influence to some extent, pointing to a slight neighborhood effect in EV adoption. However, the most important factor influencing EV ownership is the individual's personal norms. In addition to showcasing EV adoption patterns in Sweden, the contribution of this study is to point to the importance of the attitudinal factor of personal norm even when geographical conditions and socio-demographic characteristics are controlled for. Implications of the findings are discussed.
