    Abstract [en]

    Drawing upon interviews with representatives of all the major forestry organisations in Sweden, this paper explores how, in their sales and services, they work to overcome the growing distance between forest owners and forests. The results indicate that increasing distance to forest owners in terms of sales and services work is largely dealt with by reorganisation of the sales process. Through trust-building activities such as modifying office structure and local work processes, and use of new technologies such as personalised forest websites/apps, previously local trust-building processes are being deliberately digitized and implemented through new technology and, in some cases, offices in cities. However, the results also suggest that these processes potentially affect the way in which forest as a resource and a place is constructed and interacted with. For example, it can be treated as an object of desire that is produced and marketed; as a place of knowledge and expertise that produces specific social and sales relations; and as a place of production to legitimize modern industrial forestry. Through this, forest management is constructed as an economic or technical issue that can be managed at a distance from the property.

    Mobilitet och tillgänglighet – framtidens resande2016Report (Other academic)
    Abstract [sv]

    Trafikverket har gett TRUM (Transportforskningsenheten vid Umeå Universitet) i uppdrag att utreda framtidens mobilitet innefattande frågor såsom privatpersoners attityder och normer till resande med bil och däribland självkörande bilar, betalningsvilja, syn på ägande inställning till individuellt resande gentemot kollektivt resande, samt intressenters förväntningar på ett framtida tillgängligt transportsystem. Därutöver önskar Trafikverket ökad förståelse kring arbetssätt och metoder för att möta teknikutveckling och framtida mobilitet. Syftet med föreliggande rapport är att svara på dessa frågeställningar utifrån litteraturstudier och intervjuer.

    Det huvudsakliga underlaget för rapporten är en genomgång av litteratur relaterad till transporter, mobilitet och historiska såväl som framtida trender. Fokus har varit på persontransporter kopplat till människors beteende, samt vad privatpersoner, framtidsspanare och företrädare för bil- och teknikbranschen tror kommer att hända med personresande i framtiden. Utöver litteraturstudien genomfördes sex intervjuer under januari och februari 2016. Intervjuerna gjordes med syfte att öka förståelsen för hur människor resonerar kring mobilitet och transporter i dagsläget och hur de tror att vi kommer att resa i framtiden. Utifrån litteraturgenomgången och intervjuerna kan konstateras att attityder till elbilar generellt sett är positiva. Hinder för ett bredare genombrott utgörs av uppfattade prisskillnader, räckviddsångest och uppfattad brist på laddinfrastruktur. Som drivkrafter kan nämnas ökat miljömedvetande och alltmer positiva attityder bland flera olika aktörer, till exempel teknikutvecklare. När det gäller självkörande bilar är attityderna mer varierande. Bland annat lyfts säkerhetsfaktorer, tillgänglighet och det faktum att flera bilmodeller redan idag utrustas med olika typer av autonomifunktioner. Enligt olika bedömningar kommer koncept såsom Mobility as a Service och liknande att leda till förändrade attityder och normer när det gäller både privat och kollektivt resande. Avslutningsvis lämnas förslag på hur dessa och andra förändringar kan följas och förstås utifrån ett planeringsperspektiv. Olika metoder och perspektiv är viktiga för att skapa en bild över framtida utveckling redan idag, framförallt kopplat till de miljöutmaningar samhället står inför.

    Abstract [en]

    The aim of this study was to examine predictors of beliefs about urban fringe forests among urban residents in Sweden (n = 586). Based on a cognitive hierarchical model, the study investigated how socio-demographic variables, as well as different values and beliefs, were related to the more specific beliefs urban residents have about urban fringe forests. Results demonstrated that the urban fringe forest was perceived to be essential for personal wellbeing, but preservation and accessibility to the forest were also important. Certain differences between socio-demographic groups were identified; for example, the importance of urban fringe forests for personal wellbeing was emphasized more by women, older people and those with a university degree. However, the importance of socio-demographic variables was modest compared with the influence of people's values and beliefs. More specifically, results showed that urban residents' basic values and ecological worldview, as well as forest values and beliefs (i.e., concerning forest qualities and forest requirements), were important in explaining their beliefs about urban fringe forests. Overall, the study revealed that urban residents are characterized by a heterogeneous set of beliefs concerning urban fringe forests. Recognizing these multiple beliefs in urban fringe forest development processes may help mitigate future conflicts between forest visitors, urban planners, forest owners and forest managers, thus enhancing our way toward good urban living environments.

    Abstract [en]

    Recreation  activity  preferences  in  forest  settings  were  explored  in  a  scene preference  study.  The  importance  of  type  of  human  intervention   and  the  level  of biodiversity for preference and intention to engage in recreation activities were examined in a sample of forestry and social science students in Sweden. Results showed that forestry students displayed an almost equally strong preference for natural-looking  scenes as for scenes  with traces  of recreation  (e.g., paths),  whereas  social  science  students  preferred recreational scenes the most. Least preferred were scenes with traces of forest management. Different  forest  settings  were  furthermore  preferred  for  different  recreation  activities. Recreational settings were favored for walking and going on outings, and natural-looking settings were more appreciated for picking berries or mushrooms. Respondents displayed a stronger intention to study plants and animals in high biodiversity settings and the intention to  exercise  was  stronger  in  low  biodiversity  settings.  Implications  for  future  land  use planning and forest management are discussed.

    Abstract [en]

    Based on the reasoning that contextual variations are important for understanding differences in forest cognitions, this study examined forest values and management attitudes in the general public in Germany (n = 1135) and Sweden (n = 1311) by means of a questionnaire. Results indicated that the public in both countries emphasised similar forest values, and the overall pattern was comparable for different types of forest, although certain differences based on forest type and country were evident. For example, the German public was more ecologically oriented, whereas the Swedish public was more production oriented in its forest values and management attitudes. Furthermore, ecological and various anthropocentric forest values were perceived to be quite compatible, with the Swedish respondents perceiving this to a greater extent than the German. The overall cognitive structure of forest values and management attitudes was similar in both countries, although differences were revealed, particularly regarding attitudes.

    In the present study, the legitimacy of the forest policy in Sweden was explored. Based on a value belief approach, the general public's support for forest policy was examined by means of a questionnaire (n=796). Results demonstrated that the respondents believed ecological principles, such as sustaining natural conditions for native plants and animals, were most important in forest policy, but preservation of social values and using the forest efficiently to maintain high market value were also emphasised. Although socio-demographic variables (i.e. gender and age) had some impact on support for the policy, different values and beliefs reflecting ecological, social and economic interests were more important. By considering different values and beliefs, as well as policy support explicitly, the study provides a multifaceted account of the public's viewpoint regarding forest issues.

    The increasing diversity of non-industrial private forest owners (PFOs) in Europe has been recognized by policy makers and the forestry sector at large. Typologies of these owners have been developed to provide an understanding of the diversity of owners' attitudes, values, beliefs, management objectives and behaviour. We analyzed PFO typologies from 28 European countries published from 1985 to 2015 in peer-reviewed journals and grey literature with respect to 1) research approaches and methods used; 2) typology objectives and problems addressed; 3) policy and management recommendations given. Using an on-line questionnaire we asked the first authors of the most relevant publications to retrospectively assess 4) the use of their typologies in education, science and forest policy. Most of the 66 publications reviewed share the common objective of providing a better understanding of forest ownership. Typologies were also developed to address roundwood mobilization, delivery of public goods, forest management approaches, involvement in PFO associations and entrepreneurship. The most common methodological approach was quantitative where owners were grouped by k-means clustering into 2 to 6 types and labelled with various names. Most frequently used labels were Multiobjective owners, Recreationists, Investors, Farmers, Indifferent owners, Conservationists, Multifunctional owners and Self-employed owners. Policy implications remain vague. The typologies had mostly been used in teaching and occasionally by politicians, civil servants or stake-holders. Only a half of the typologies had a follow-up study or was updated over time by the authors. After decades of classifying PFOs, it seems necessary to explore the link between typologies and forest owners' overt behaviour.

    Abstract [en]

    Intelligent speed adaptation (ISA) refers to various concepts aiming at limiting the vehicle speed. In Umea, Sweden, a large scale field study was carried out to test the possibility to, on a voluntary basis, install one type of ISA device in private vehicles. In this study 10,300 car owners were contacted by telephone and offered to have an ISA device installed in their car. This paper reports on drivers' attitudes to four different ISA-applications and on factors influencing the decision to install the one type of ISA, an electronic speed checker (ESC). The results show that approximately 40% of the respondents accepted the offer to have an ESC installed in their vehicle. The analysis indicated that age, perceived risk, moral and perceived difficulty to keep the speed limits significantly influenced their evaluation of the ESC and that the perception of the ESC influenced the decision to participate.

    Forest subsidies are widely used to achieve policy objectives aimed at maintaining and supporting the provision of the various ecosystem services provided by forests. In the European Union, an important instrument is the European Agricultural Fund for Rural Development (EAFRD) within the EU's Common Agricultural Policy (CAP), but countries also have national subsidy systems. In both cases, individual countries determine which objectives they want to achieve with the subsidy schemes and which measures are supported. In this comparative study, we investigate which forest-related measures are subsidized across Europe and which forest owners, representing a very heterogeneous group, are involved in the activities of the subsidy systems. We collected data on subsidies paid out for forest-related measures from Austria, Finland, Germany, Slovenia and Sweden from the EAFRD funding period 2014–2020 for a comparison of the funded activities. Further, we analysed how subsidies were distributed among private forest owners with forest holdings of different sizes by performing G-tests to compare the observed with the expected subsidies received by forest owners in the different size categories. The results show that through the flexibility given by the CAP for countries to adjust their subsidy programmes to the specific national needs, EAFRD funds and equivalent national subsidies are indeed used for a wide range of activities instead of only a few following one common European goal. Reflecting the different needs and various forest functions, the subsidized activities range from the more ecology-oriented "investment to increase resistance and the ecological value of forests" to the more management-oriented "purchase of new machinery and new equipment for forestry operations". In all five countries, small-scale forest owners with holdings smaller than 200 ha are the largest owner group and manage a large share of the forest area in private hands (from 47% in Austria to 97% in Slovenia). However, especially owners of the smallest holdings (< 20 ha) rarely use the funding scheme of the EAFRD framework and thus receive a disproportionately low share of subsidies. There might be several reasons for this. Small-scale forest owners are generally less involved regarding policy issues (including subsidy schemes) than owners of larger forest holdings and may not be aware of all funding opportunities. In addition, the considerable effort to apply, including project preparation, administration and documentation may be perceived as a barrier. It became clear that the current subsidy systems of the countries focus on different forest policy objectives. Our study further revealed that the documentation of subsidy distribution is partly unclear and inconsistent across countries hampering European comparisons. However, understanding current subsidy distribution is urgently needed for increasing the effectiveness of subsidy systems to achieve European policy goals of vital multifunctional forests.

    The central issues explored in this article are the importance of geographical location in explaining the attitudes of individuals, and the interplay between these attitudes and overt behaviour. The context is as follows: In the late 1990's, sick-listings in Sweden underwent a substantial increase, causing the public expenses for the general sickness insurance to soar. Moreover, the extent of the usage of the insurance was found to vary significantly across different regions within the country. This development of the sickness insurance generally, and the regional differences specifically, have since been the subject of an intense debate. Differences and/or changes in attitudes toward sick leave within the population have been proposed as possible reasons for the regional variations. Much of the discussion has, however, been based on speculative arguments rather than empirical studies. Using data from a survey conducted in 2005, this research explores whether geographical location influences individual attitudes toward sick leave, and whether these attitudes in turn influence the sickness absence of individuals. The data are analysed using factor analysis, ordinary linear regressions and logistic regressions. The results provide some support for the idea that geographical factors matter to individual attitudes, and that variation in these attitudes is in turn associated with propensity for sickness absence.     Drawing on a combination of register data and travel survey data, this research explores changes in the accessibility to different amenities for the Swedish population between 1995 and 2005, as well as the reasons behind the changes: redistribution of either amenities or the population. Overall, proximity has increased concerning most of the amenities during the period. However, despite decreasing 'potential' distances, actual travel distances are growing longer due to, for example, an increasing selectivity in preferences. An analysis of the accessibility development for service amenities shows that restructuring within the service sector is the main cause of the changes, and to a lesser extent population redistribution.

    This paper presents a total survey of the characteristics and changes over time (1990–2010) within the entire population of Swedish non-industrial private forest owners (NIPF owners). By charting the changed demographic, socio-economic and geographic profile of the NIPF owners, it also provides a baseline for a discussion and analysis of potential implications for forest management, policy and values. NIPF owners differ in important ways from the general population of Sweden. However, the gap has narrowed over time with regard to, e.g., educational level and sex composition. The ongoing urbanization process is evident in the growing share of non-residential NIPF owners who live at a distance from their forest property and who differ from their residential (rural) peers through, e.g., higher education, higher income and a higher prevalence of co-ownership of their forest holdings. Although these changes might translate into updated views on forest values among NIPF owners, there could be a delay before this impacts on forest management practices and output.

    In-house family ties within workplaces are a non-negligible phenomenon on the labour market. Drawing on organizational and geographical perspectives and based on thematic analysis of 40 interviews with human resource managers, we analyse how family ties are viewed and managed in organizations on the Swedish labour market. Based on the empirical analysis, we suggest that there are two different logics of human resource management concerning in-house family ties: a traditional, pragmatic and informal logic which expresses an accepting view; and a modern, meritocratic and formal logic associated with a disapproving view. Moreover, the informal logic seems to be increasingly challenged by formalization of human resource processes in both urban and rural settings. However, the analysis indicates that in smaller labour markets this shift is somewhat restrained by the limited supply of labour and socially tight knit local communities. Also, it seems that the change often meets resistance from supporters of the informal logic, and there is dissonance across different professional groups across and within organizations.

    In-house family ties at workplaces occur in most contexts, and are associated with both advantages and disadvantages. On the basis of 40 interviews with human resource managers at Swedish workplaces, the values and risks of in-house family ties and their importance within the workplace are analyzed jointly, thus allowing for a holistic perspective. The interviews reveal values and risks on a strategic level, for day-to-day operations, for the social work environment, and on the level of individuals. Crucially, even when in-house family ties are perceived as uncomplicated, there is a latent risk that problems might arise. The interpretation of the role of in-house family ties is also strongly related to whether they are paired with asymmetrical (vertical) power relations. It also depends heavily on the chosen perspective-that of the organization, the social work environment, the individual, or the broader society-and the perceived advantages tend to come with corresponding inverted disadvantages.
