    In 2011, Sweden released its first-ever Arctic strategy, in preparation for taking over the chairmanship of the Arctic Council, an eight-state cooperation organization. The recent political development that will include Sweden more extensively in Arctic regional cooperation makes it relevant to review and comment on the image of the areas involved from a Swedish viewpoint and to improve the often very brief descriptions of northernmost Sweden in Arctic literature. In this paper, we contrast descriptions of the Arctic in the Arctic Human Development Report (AHDR) with descriptions of northern Sweden in established domestic demographic and regional development research. The study shows that many of the assumptions in the first AHDR to the effect that the eight "Arctic" regions are rather directly comparable in fact reveal substantial differences between areas, with northern Sweden standing in sharp contrast to many of the descriptions. Instead of having a population that is very small, young, and rapidly growing because of a high birth rate, northern Sweden is characterized by relatively dense habitation with a stable and aging population of long-term residents. Moreover, it has a very small and relatively integrated indigenous population with largely the same health situation as in Sweden overall. While depopulation and urbanization are evident in its less populated areas, migration from the region is partly directed at the larger regional centres in the area, following a pattern seen in the Western world at large.

    Global and climate changes are subject to scientific, societal and political debates. Recent observational evidence and results of global climate models have identified the circumpolar North as a region particularly susceptible to future climate change. To understand and assess the consequences of these changes for environmental and societal components of the European Arctic, the Barents Sea Impact Study (BASIS), an EU-funded integrated regional impact study (IRIS) has been carried out (ENV4-CT-97-0637). In common with global integrated assessments (IAs), IRISs also take a holistic view on climate change and its impact. Contrary to IAs, however, IRISs adopt a regional to sub-regional spatial scale. BASIS was carried out by an interdisciplinary team of specialists from 13 institutions in 6 countries. Major results pertain to impacts of possible climate change on marine and terrestrial ecosystems, freshwater hydrology, marine trace gas budgets, forestry and fishery. However, in this paper we focus on the major methodological aspects of an IRIS in general and on methods applied in BASIS in particular.

    Northern Sweden is increasingly influenced by competing social interests striving for advantages and claiming territorial influence through "scalar politics". The strategic deployment of scalar conceptions is an integral part of policy making and implementation. Increasing use of varying scalar conceptions follows from "new spatial planning" practices. Set territorial delineations and administrative responsibilities are opened up to complex associational relationships with varying spatial claims. Focusing on territorial policies, this paper examines what orientations there are in territorial policy development in and for northern Sweden. The 29 municipalities embraced by the two northernmost counties Norrbotten and Västerbotten are the geographical delimitation of the study. As the analysis shows, the dominating scalar constructs relate to national and EU territorial policies rather than to competing constructs focused on Nordic, Barents and Arctic territorialization.

    The European north is increasingly affected by changes in climate and climate variability. These changes and their causes are global in scope but specific impacts vary considerably between different regions. Recent incidents and events show that forest-resource based regions have difficulties in alleviating adverse effects of these changes. Also, the future socio-economic impact is to date unexplored. Norrbotten in Sweden, Lappi in Finland and Arkhangelsk oblast in Russia are regions that differ significantly in terms of their socio-economic characteristics and capacities. A modified employment multiplier model is used to predict future changes. Scenarios of changing forest resources provide quantitative estimations of the sensitivity of regional employment. These estimates are used to assess and discuss the adaptive capacities of the regions. Results show that Arkhangelsk oblast is more vulnerable to climate variability than Norrbotten and Lappi. This is due to the continued dependency on natural resources in combination with different capacities to counteract negative effects or to take advantage of the opportunities offered by climate change in this region.

    I början av 1900-talet betraktades Norrland som ett framtidsland med en rikedom av naturresurser som kunde exploateras (Sörlin 1988). Bebyggelsen bredde ut sig och befolkningsökningen var kraftig. Byar och tätorter grundlades. Satsningar gjordes på uppbyggnad av service och transportinfrastruktur. Denna positiva bild har dock förmörkats under de senaste femtio åren på grund av en svagare sysselsättnings- och befolkningsutveckling än i övriga delar av Sverige. Endast enstaka städer och orter har fortsatt att växa (jämför kapitel 1 och 10 i denna volym – Lidström 2012, Wiberg & Lind 2012). I många kommuner har befolkningsminskningen varit omfattande trots att det redan på 1960-talet påbörjades regionalpolitiska satsningar på strukturomvandling inom näringslivet samt utbyggnad av den offentliga servicen på liknande sätt som i riket i övrigt. Finns det någon chans till trendbrott? Vilka inslag i samhällsstrukturen anser dagens norrlänningar vara viktigast och hur tror de att det lokala samhällslivet kommer att utvecklas? Hur tycker de att naturresurserna ska nyttjas? En del av svaren på dessa frågor kan jämföras med resultaten från den tidigare regionstudien (Wiberg 2009).

    Abstract [en]

    The major aim of the thesis is to study various issues regarding the supply of services in the rural areas of Northern Sweden characterized by sparse population. Localities in these areas represent the lowest hierarchical units in the urban-place-system. With the help of different analyses of regio­nal development, a strategy to obtain a long-term, consolidated and socially acceptable standard of services is presented. Indispensable commercial ser­vices have been chosen for special examination. More precisely, the central question in the thesis is: How can households in sparsely populated areas, re­mote from major service centres, maintain an acceptable level of service ac­cessibility primarily through the use of existing social capital?

    The thesis is divided into ten chapters. It starts with a chapter on the growth of regional policies in Sweden. A survey of the urban-place-system with special reference to conditions prevailing in the four northernmost counties in Sweden between 1950 and 1980 is presented in the following chapter. The third chapter deals with theoretical premises and central con­cepts about service distribution. The main characteristics of the historical development of permanent services in rural areas are presented in the fourth chapter. The fifth chapter contains a survey over the central and local governments' measures to support the commercial services in such areas. In the second half of the thesis two separate approaches have been used. The first approach, which is used in chapters six and seven, analyses changes in the accessibility to services during a given period of time. A municipality and a county are made the subjects of such an analysis. The second approach is developed in the reamining three chapters of the thesis. It is focused on a pre­sentation of a knowledge-base and ideas for a planned contraction of servi­ces, which should lead to a minimum loss of social welfare for the popu­lation. The eighth chapter discusses a method for co-ordinating transport and service planning at the municipal level and the ninth chapter contains a policy-model concerning services in relation to other economic activities within a municipality. The final chapter contains a general discussion about possibilities for developing a long-term consolidated urban-place-system for sparsely populated rural areas.

    Norrland är glesbefolkat och har sina brister, men skillnaderna är stora mellan olika delar. Utsikterna för stadsregionerna i kustområdet är betydligt ljusare än för inlandskommunerna. Gapet kommer att växa mellan tillväxtöar och stora områden med fortsatt tillbakagång. Inlandets naturresurser kan användas mer än idag, men det räcker inte för att vända befolkningsutvecklingen mer än på några få ställen, skriver Ulf Wiberg.

    A characteristic of the Nordic states is their ambition to provide their citizens with a variety of good quality welfare services. A significant part of the responsibility for arranging reliable local solutions is devoted to the municipal level irrespective of the size of the municipality. This means a great variation in local capacity to meet different types of requirements. Especially small municipalities, which also face depopulation and an ageing population, are increasingly challenged to find renewal strategies and action plans to secure both municipal service obligations at reasonable cost per capita and competent staff. Besides rearranged internal steering, organizational frameworks, and working instructions, new solutions may be launched based on resource mobilization and a striving for improved performance in a wider spatial context. This paper explores how three municipalities in the north of Sweden have developed a voluntary intermunicipal collaboration and how it relates to alternative collaborative options in the regional context. The strengths and weaknesses of the chosen approach and its outcome are discussed based on interviews with the local government commissioners and their executive civil servants in different positions. The strength of the achieved collaborative profile is that it meets needs for higher cost efficiency and competence among staff within some municipal sectors. Further is noted that the chosen collaborative profile is not challenging the democratic accountability in each municipality. However, a weakness is that the collaborative results achieved after ten years of collaborative intentions are of marginal importance for all involved municipalities. These experiences are reflected upon with advantages and disadvantages of a merge alternative in mind.

    Employment options are forming an essential part of living conditions for individuals and households. In this paper we present how people in Sweden perceive current and future job options. The empirical case is the northern half of the Swedish territory, which is divided into four counties. The analysis is based on data from a questionnaire which was distributed to 4 000 inhabitants aged 15-85 years during October 2008 - January 2009. The ANOTA method is used as analytical instrument. Two categories of determinants behind attitudes to job options in general at the local labor market have been chosen. The first category includes a set of personal attributes, while the second category includes a set of locational characteristics. Further is analyzed how the respondents perceived the specific role of manufacturing industry, service industry and R&D for the development in their county. Also in this part the two categories of determinants are used. The analysis reveals a rather widely spread anxiety about both current and future provision of job options. The most satisfied and optimistic respondents were young, male and high income earners living in coastal municipal with a low unemployment level. There were also some striking differences in views among sub groups on the role of manufacturing industry, service industry and R&D. The biggest contrasts were between manufacturing industry and R&D. The highest share of respondents who regarded manufacturing industry as very important was found among men, over 30 years, with a low education and living in municipalities with a high unemployment level. The highest share of respondents who regarded R&D as very important was found among women, younger than 30 years, highly educated and living in coastal municipalities with a low unemployment level.
