    Abstract [en]

    This article examines the impact of organizational structure on risk taking across different lines of property insurance (fire, marine, vehicle and specialized property insurance) in Sweden from 1913 to 1939. Based on the theoretical arguments whereby the mutual organizational form has a competitive advantage in underwriting homogeneous but unknown risk distribution, while the stock organizational form is more likely to underwrite more volatile and heterogeneous risk categories, we conclude that organizational form has a significant impact on risk taking. Our empirical analysis shows that the risk taking, measured as incurred claims to anticipated losses, was on average lower among mutual insurers. When comparing across lines of insurance, the analysis shows that the mutual form was more successful in keeping down risks in fire and marine, while less so in vehicle and specialized property insurance. Stock companies mitigated the higher risk by ceding more premiums to reinsurers and by diversifying more across different lines of insurance.

    Abstract [sv]

    Under de senaste decennierna har det varit en hel del förändringar inom sjukvården. Hela sjukvården har påverkats av reformer och de förändrade ekonomiska förutsättningarna som har blivit sedan 1980-talet. Personalen inom sjukvården har fått mycket ändrade arbetsvillkor där det bland annat har försvunnit en hel yrkesgrupp och administrationsbördan har ökat.

    Under denna tid har man dessutom kunnat se ökningar av anmälningar inom sjukvården. Denna uppsats försöker se på om det finns ett samband mellan förändrad sjukvårdsstruktur och arbetsmetoder och det ökade antal med anmälningar.

    Forskningen och artiklarna handlar dels om den omorganisation som gjorts och vad de olika reformerna har inneburit för sjukvården. Det finns även med en del om personalens arbetsuppgifter och de förändringar som personalen har fått erfara samt om bemötande inom vården.

    I studien har det också gjorts några intervjuer för att försöka få reda på hur personal och politiker ser på de förändringar som gjorts.

    Resultatet visar att det absolut kan kopplas ihop samband mellan omorganisation, arbetsdelning, vårdutförande och anmälningar. Mindre tid till patienterna innebär mer stress för personalen samtidigt som stressen gör att risken för misstag ökar.

    Sverige har ändrats mycket med tanke på att vi har blivit mer mångkulturella än vi varit tidigare vilket också ställer högre krav på personal som arbetar inom serviceorganisationer. Förändringar med nya kulturer, nya människor som kommer hit med nya förväntningar eller andra förväntningar.

    Abstract [en]

    It is important to recognize that macroeconomic conditions and dynamics were important for the design of Swedish energy policy and that the transformation pressure on the Swedish energy system was exceptionally high by international comparison. Historic decisions, which were governed by a rationality fostered by the circumstances in the 1940s and early 1950s, came to form important structures which affected the outcome of the energy policy in the 1970s and 1980s. The perhaps most striking consequence of this was the emergence of an Environmental Kuznets Curve for carbon with few international counterparts. The transformative change of the Swedish energy system included several steps, which in retrospect seem accidental. The challenge today is to copy the sequence, while at the same time realizing that the structures and historical circumstances that brought about a sequence that was historically determined and of a contingent nature cannot easily serve as a 'copy and paste' learning example.

    Abstract [en]

    The dynamics of environmental problems is among other things affected by knowledge and economic growth and the perception of welfare. In this article, we present a method for aggregating historically relevant environmental pressure indicators, thereby acknowledging that the complexity of environmental problems calls for multi-indicator approaches. Secondly, we use the aggregate for exploring the long-run dynamics between the environment and economic growth, using a methodology used in the study of the so-called environmental Kuznets curve. We find evidence for a right tilted-S form dynamic relationship. The dynamics is analyzed in a framework stressing that new knowledge of environmental problems is an important driver for the changing relationship, here called "the Pasteur effect".

    Where Was the Wealth of the Nation?: Measuring Swedish Capital for the 19th and 20th Centuries2014Report (Other academic)
    Abstract [en]

    This report presents estimates of the Swedish national wealth from 1830 to 2010. This contributes to economic historical research on structural change and growth, while it also supplements debates on the composition of wealth and incomes across countries. The report also includes for the first time a historical estimate of the Consumer Rate Interest CRI and an estimate of wealth based on surveys and insurance data. The report includes an extensive description and documentation of the historical estimates. The main findings are that the proportion of intangible capital grew before modern economic growth was achieved in Sweden during the 1890’s. Secondly, we show that the proportion of natural assets fell prior to and during the industrialization, while the share of produced capital has fluctuated, but has remained fairly stable over the period as a whole.

    Abstract [en]

    Energy consumption in the Norwegian mainland economy 1835–2012

    A characteristic feature of the pre-industrial societies was that they relied on limited energy resources. It was only by using fossil fuels and new technologies that these societies could move the boundaries that the organic economy had set for production and consumption.

    Norwegian energy history is, from the 1900th Century on, about the movement of those boundaries and is composed of two stories. One deals with the mainland economy, the other deals with the foreign economy (the merchant marine, etc.). These two stories are closely connected but are nonetheless dissimilar.

    In this article, we present a sketch of the first story about energy consumption in the mainland economy, in the form of an energy accounting for the Norwegian mainland 1835–2012. The accounts show the accumulated consumption of energy from nine selected energy carriers in Norway. Our work is the first overall accounting 1835–2012, and gives new insights into the field of energy consumption research. Specifically, we provide a new accounting of Norwegian energy consumption in the years 1835–1900 and 1950–1976.

    In the result section we first present figures for energy consumption 1835–2012. Secondly, we briefly outline an energy history for the foreign sector. We round out the result section with a brief reflection on whether the Norwegian energy history is so deviant from other countries that we can talk about a separate Norwegian development.

    Abstract [en]

    In this article, new estimates of energy consumption in the Swedish manufacturing industry during 1800–1913 are used for interpreting the Swedish industrialisation process from an energy economic perspective. For one we conclude that the revision of previous estimates is substantial when it comes to manufacturing. Furthermore, we demonstrate that the increase of coal consumption, the expansion of the fossil or mineral energy system, to a high degree can be explained by the increased use of steam engines in manufacturing and the transport sector. Finally, we conclude that overall energy intensity patterns is largely determined by assumptions on household firewood consumption. A narrative interpretation of the interplay between energy system transformation and the industrialisation in Sweden concludes the article.

    This article discusses the transformation from an organic to a mineral energy system from a Swedish historical perspective. Main arguments are that there was a dynamic interaction between the two systems during the Swedish industrialization process. For one, a diffusion of the mineral energy system contributed to opening previously inaccessible organic resources in the forest of northern Sweden. Secondly, the development of the pulp- and paper industry contributed to the switch from charcoal to coke in the iron industry. Thirdly, the development of hydropower, itself an organic source of energy, further contributed to the emergence of a mixed energy system. One can therefore see the Swedish transition from an organic to a mineral energy system as a shift from a traditional organic energy system to an industrialized organic energy system, which is to say an organic energy system which for its operation was depending on technologies and organizational structures of the mineral energy system.

    This article studies convergence between Finland and Sweden during the 1870-1990 period. Convergence is defined primarily as convergence in income levels and Growth rates, but the article also examines divergence and convergence in economic structure.  It studies both the performance of the total economy and the manufacturing industry sector, the latter with special attention to multifactor productivity as an indicator of technical progress.  The results suggest that  Finnish manufacturing  industry  was  not  obviously  backward  in  comparison  with  its  Swedish  counterpart,  and that convergence, particularly during the post-war period, was influenced by falling profit shares in Swedish manufacturing industry. It is hypothesized that certain Swedish institutions may account for this.

    Abstract [en]

    This study takes its starting point in the problematic relationship between skills and welfare policies. It poses Sweden’s vocational education and training (VET) as a case which has seen the kind of tripartite efforts that might help us better understand the dynamics underlying a highly developed mixture of social citizenship and efficiency. To better approach this case the study also seeks to combine the theoretical insights provided by the Varieties of Capitalism (VoC) and Power Resources Theory (PRT) schools of thought, capitalizing on an ability to see “both sides of the coin” that such a combination may entail. But to avoid the presumptions that have formed around notions of stable “models” or “worlds”, the study also takes an inductive stance, forming a dialectic strategy that leans heavily on the work of historical institutionalism. Thus a general research question is posed: how can we explain the developments of Sweden's VET as an arena for welfare policies - during the period 1946-1991 - by combining an inductive approach with the insights gained from the theoretical frameworks represented by PRT and VoC? The study proceeds by tracing developments in Sweden’s VET during two sub-periods, taking into account both ideological and business-interest concerns. The aim is first to establish an account of “how” the institutions changed over time. The subsequent analysis brings back the theoretical framework to provide explanations. The study arrives at a number of conclusions: it first of all finds that Sweden’s school-based VET of 1971 itself rested on a firm “cross-class settlement”, which persisted through the reforms of 1991. But when seen as an arena for welfare policies, the foundation appears much weaker: while the reforms of 1971 were influenced by an ambitious welfare policy agenda, the ensuing changes arguably rolled back some of the comprehensiveness and universality previously associated with the labor movement’s education policy. Two underlying hypotheses are presented that focus on the strategic role played by “general skills”: the first hypothesis is that organized capital’s reliance on large firms played an important role in weakening its position vis-a-vis labor, thanks to its dependence on the kind of widely diffused general skills that the labor movement had strategic access to. The second hypothesis is that the same reliance on general skills created difficulties for the Social Democratic Party to create a new cross-class settlement, as circumstances changed. The conclusion suggests further studying the area of general skills as a power resource itself in a comparative perspective.

    Umeå kommuns IT-satsningar som genomfördes på 1990-talet.

    Datorer och automatiserade lösningar etablerades och förändrade arbetsmarknaden

    redan på mitten av 1900-talet.

    Teknikutvecklingen gick framåt och på 1990-talet var

    tekniken tydligt integrerad i de kommunala verksamheterna bland annat i form av

    administrativa dataprogram. För att hantera behovet av data- och IT så fastslog

    Umeå kommun en ny ADB-policy 1990. Umeå kommun var tidiga med att sälja

    egenutvecklade datasystem och lösningar till andra kommuner och företag. ADBkontoret

    blev senare UKF-data och efter det ostrukturerades ännu en gång till Umeå

    kommuns IT-kontor

    . Fokus var från mitten på 1990-talet på att utveckla

    användningen av IT i kommunala verksamheterna. Anledningen till de kraftiga

    investeringarna i IT inom Umeå kommun var dels på grund av en hög tilltro till

    tekniken, men det fanns en uttrycklig målsättning att data- och IT skulle medföra

    effektivisering och ekonomiska fördelar. Stundtals fanns det även en viss övertro för

    data- och IT, något som vissa ansåg som vanligt för tidsperioden. Samtidigt blev det

    tydligt att tekniksatsningarna gav positiva effekter för Umeå kommun.

    Tillkomsten av den kommunala hemtjänsten har beskrivits som en valfrihetsrevolution, inte enbart för äldre med omsorgsbehov utan även för kvinnor med omsorgsbehövande föräldrar. För första gången i historien kunde äldre i alla samhällsskikt bo kvar hemma, utan att vara helt beroende av de vuxna barnen, i praktiken de medelålders döttrarnas insatser. Antalet vårdtagare ökade dramatiskt mellan 1960 och slutet av 1970-talet, då nästan en fjärdedel av Sveriges äldre hade tillgång till hemtjänst. Efter det har antalet äldre med beviljad hemtjänst minskat samtidigt som antalet 80 år och äldre har tredubblats sedan 1960. År 1992 introducerades Ädelreformen, vilket innebar att kommunerna övertog ansvaret för äldreomsorgen från landstingen. Ädelreformen och dess efterföljare har lagt över såväl ansvaret som kostnaderna för omsorgen på kommunerna men utan att dessa i motsvarande takt fått ekonomiskt stöd för att kunna behålla verksamheterna i oförändrat skick. I denna uppsats jämförs äldreomsorgens utveckling i två svenska kommuner, Luleå och Skellefteå, från 1998 till 2014. Undersökningen visar att antalet beviljade platser i särskilt boende har minskat i de båda kommunerna sedan 1998 samt att kvaliteten på utförandet av äldreomsorgen kan variera mellan de svenska kommunerna idag. I dagens Sverige pågår en mycket tydlig förskjutning av omsorgsansvar från det offentliga till familjen. Hjälptilldelningen har blivit mer restriktiv, den har oftare utgått från tillgängliga resurser istället för från befintliga behov och en ökad andel vårduppgifter har förts över på anhöriga och andra närstående. Under åren då den offentliga hemtjänsten expanderade, fram till 1980-talet, sågs familjen främst som ett komplement till den offentliga äldrevården. Nu ter det sig snarare som att familjen har fått fylla gapet mellan äldres behov och de resurser som finns tillgängliga för vård och omsorg. Denna studie visar att arbetskontraktet inte är en garant för välfärd. Välfärdsstaten har dragit sig tillbaka och samhällets engagemang minskat vilket inte innebär att behoven upphört, istället har en förskjutning mot alltmer informella insatser ägt rum. De anhöriga som står för dessa insatser är ofta kvinnor, äldre makar och medelålders döttrar.

    Abstract [en]

    Abstract 

    Purpose: The purpose of this study is to investigate and describe the similarities and differences regarding the management model Pay for performance (P4P) in health-care in Sweden and Great Britain. The chosen time delimitation for this study is the years between the 1980´s and the 21st century.

    Method: This thesis is a comparative study of two countries and the material collected has been taken from earlier studies and articles and is thus a secondary review. 

    Results: One of the big differences between the two countries, which is shown in this study, is that it differs greatly between how much the care providers themselves could influence the financial compensation, and to whom it is paid. There are also connections between the restrained economy that characterized the 1980´s and the implementation of P4P during the 1990´s.

    Abstract [en]

    It has been suggested that Swedish policy during the early post-war period was strongly directed towards mobility-increasing expenditures – most notably relocation allowances – aimed at moving labour from north to south. While this view has dominated the academic discussion on labour market policy, there is little direct evidence. We make three claims. First, the relocation allowances have to be evaluated against the regional policy. Second, by doing so we show that the mobility-oriented policy was predominant only for a short period of time: in the early 1970s, there was a decisive shift towards a policy directed at stimulating employment in the north. Third, drawing on this, we revaluate the previous view on policy making in Sweden. Our analysis suggests that the Social Democratic government acted in a voter-maximizing way. The relocation allowances were introduced at the behest of the Trade Union Confederation (LO). The regional subsidies were expanded when voter sentiment turned against the perceived depletion of rural regions. However, this strategy interacted with the political and institutional environment. The new election law in 1970 and political competition from the Centre Party pushed the Social Democrats to shift their policies on regional subsidies.
