    Nationell utvärderingspolicy: utformning och förändring på grundskoleområdet 1988-20142019Doctoral thesis, monograph (Other academic)
    Abstract [en]

    Evaluation has grown in both volume and scope across levels and sectors in recent decades, particularly in the school sector. Despite this growth, there is insufficient knowledge about how and in what ways evaluations are formed, institutionalized and used in education governance and education reforms. This thesis addresses some of these issues by studying evaluation policy. The aim of the thesis is to explore and analyse the design and possible changes in national evaluation policy in compulsory education during two periods of extensive education reforms (1988-1994 and 2008-2014).

    The theoretical framework builds on evaluation research and policy studies, particularly the literature on policy design. These two strands of literature are supplemented with additional analytical tools from historical institutionalism regarding policy change. Drawing on previous research, a definition of evaluation policy that incorporates the policy context and also enables studying an implicit policy is proposed. On the empirical level, the findings are based on official policy documents, material produced by national government agencies as well as evaluations and evaluation systems.

    The thesis shows that during the first period (1988-1994), the evaluation policy was characterized as a means of helping to implement the extensive reforms. Evaluations were to be conducted on all levels of the school system to promote development on each executive level. The policy design reflected evaluation as a learning and capacity-building tool. Schools and municipalities were positioned as owners and co-creators of evaluation knowledge. During the second period (2008-2014), the evaluation policy was partially revised in order to come to terms with inadequate evaluations and declining school results. The policy included more sanctions and hortatory tools, and more emphasis was placed on comparisons and rankings. The evaluation policy was based on the assumption that local actors should and will act on evaluative knowledge created by the agencies and international actors, and that they could be motivated to do so by the threat of, for example sanctions or issues of ranking and comparisons.

    The evaluation policy design was largely stable over time. However, three more incremental but significant changes were identified: i) the policy design element “agents and implementation structures” was altered, ii) the evaluation policy expanded and iii) became more directed towards national and external control. These changes also indicated more negative implications for democracy during the second period. In relation to evaluations’ democratic function the analysis showed that the evaluation policy mainly strengthened the legitimizing and controlling function, whereas the enlightenment function was not prominent.

    This implies a risk that issues that may be relevant from a broader democratic and societal perspective may be overlooked and not subjected to evaluation. The thesis also acknowledges and illustrates the importance of uncovering and reconstructing evaluation policies, policies that are partly veiled, since also implicit policies will have democratic implications.

    The role of Evaluation in Educational Policymaking: a historical approach to the Swedish Case2014Conference paper (Refereed)

    Evaluation is assumed to support democratic governance and promote accountability and policy and program improvement (Boswell 2009; Chelimsky 1995; Hanberger 2006; 2012; Pollitt 2006; Weiss et al. 2005). Thus, from this perspective evaluation is conceived as a governing tool or a governing technique. It could be assumed that different modes of governing require different roles concerning types of evaluations and evaluative knowledge, however empirical investigations is by no means plentiful on this respect and thus needs further studying. Also, evaluation has mostly been regarded as one of many different governing techniques. Lately, however, scholars are raising the issue of systemic evaluation governance (Hansen 2013) which also brings an additional element to it.

    This paper discusses the role of evaluation in a specific policy area; Swedish education policy. Sweden has been criticized by OECD in lacking coherence among the different evaluation parts which also calls for an investigation of why and how the different parts of the evaluative functions have emerged and what demands they responded to, and how evaluation has been designed and governed. The paper will examine the purposes of evaluation in education governance by analyzing public policy documents, governmental investigations and previous research, focusing on the time after the Second World War and the building of a comprehensive school system. Different periods are identified on the basis of different modes of education governance. The paper will discuss the implications of the study results for the literature on evaluation governance.

    Den här studien undersöker Sametingets möjligheter att driva de politiska frågor som de samiska partierna går till val med. Studien tar upp vilka frågor som de samiska partierna vill lyfta i Sametinget och hur de vill genomföra partiprogrammet. Studien går också igenom vilka lagar, förordningen och regleringsbrev som Sametinget behöver förhålla sig till i sitt arbete, dels som myndighet och som folkvalt organ. Studiens fokus är på relationen mellan vad de samiska partierna vill göra genom Sametinget och möjligheterna utifrån rådande lagar och förordningar ur ett postkolonialt teoretiskt perspektiv. Vad som framkommer i studien är att mandatet Sametinget fått är svagt i relation till vad de samiska partierna vill kunna genomföra. Studien kommer fram till att en utredning bör tillsättas för att undersöka möjligheten till ökat mandat för Sametinget.

    Den här studien har undersökt hur framställningar görs av individer med utländsk härkomst, etniska grupper och icke-västerländska kulturer görs i svenska läroböcker för samhällskunskap. Det undersöks också om det görs framställningar av ett ”vi” och ”de andra” i läroböckerna. I resultatet får läsaren följa fem olika teman som kommit fram genom läsning av sex läroböcker. Resultatet har analyserats med en postkolonial teori för att göra analyser om framställningarna som görs i läroböckerna kan tolkas som diskriminerande. I studien har också en läromedels teori använts för att analysera om framställningarna som görs i läroböckerna har en funktion av att förmedla diskriminerande diskurser. Vad resultatet av studien visar är att funktionen med läroböckerna inte är att göra diskriminerande framställningar, dock gör framställningarna att det görs ett ”vi” och ”de andra”. Av resultatet framkommer också att det förekommer tveksamma framställningar i läroböckernas innehåll.

    Följande studie handlar om Super PAC’s och hur de ska förstås, utifrån teorierna pluralismen och elitismen. Studien ämnade finna svaret på denna fråga genom att studera amerikanska tidningsartiklar. Att det var amerikansk media som fick bidra med det empiriska materialet kom sig av att det är i USA som Super PAC’s verkar. Genom användandet av en kvalitativ innehållsanalys så söktes det efter meningsenheter i det insamlade empiriska materialet, därefter följde en kategorisering utefter de valda teoriernas grundantaganden. Resultatet lyfter fram det faktum att Super PAC’s kan förstås som både positivt och negativt för den politiska processen. Vilken syn individen har på fenomenet kan bero både på ens politiska tillhörighet och på vilket teoretiskt ramverk studien utgår ifrån. Super PAC’s är så pass komplext att det är många olika faktorer som spelar in i tolkningen av organisationerna.

    I slutet av maj 2014 hölls för åttonde gången direktval till Europaparlamentet och väljare i 28 medlemsstater gick till valurnorna. Trenden med stadigt sjunkande valdeltagande stannade av och närmare 43 procent av väljarna röstade. Som Mark Franklin visade i en Sieps-publikation inför valet förklaras trenden med sjunkande valdeltagande till stor del av att EU har utvidgats och att de medlemsstater som tillkommit har haft ett lägre valdeltagande än de som har varit medlemmar en tid. Därför är den brutna trenden kanske inte så förvånande.

    Valkampanjen bedrevs i en kontext där den ekonomiska krisen alltjämt påverkade EU starkt. Även om eurozonen gradvis har stabiliserats, är effekterna av krisen alltjämt tydliga. Resultatet återspeglar en reaktion hos väljarna som vi känner igen från tidigare Europaparlamentsval, där större partier, i synnerhet i regeringsställning, gör sämre ifrån sig än vid nationella val. Konsekvensen den här gången blev att den politiska “mitten” tappade och flankerna i det framväxande europeiska partisystemet växte. De EU-kritiska partierna fick stor uppmärksamhet under valrörelsen och valresultaten kan delvis tolkas som en protest mot EU, även om det finns skillnader mellan medlemsstaterna och vilka uttryck kritiken tar sig. De politiska majoritetsförhållandena och utvecklingen inom partigrupperna analyseras i den här publikationen av Magnus Blomgren.

    I Sverige var valkampanjen intensiv och det påföljande riksdagsvalet hade sannolikt en roll i det. Två nya partier, Feministiskt initiativ och Sverigedemokraterna, lyckades vinna mandat medan Piratpartiet inte lyckades upprepa succén från 2009 och tappade sina mandat. Det svenska resultatet analyseras här av Linda Berg.

    Texterna i den här publikationen utgörs främst av bearbetningar av bidrag vid seminariet Valet är över – vad händer nu? som arrangerades i Stockholm den 28 maj. Det är min förhoppning att Sieps därmed ska kunna bidra till fördjupad förståelse för Europaparlamentsval och parlamentets funktionssätt.

    Abstract [en]

    Racist hate crimes have increased in Sweden since 2006 when reports started, but they have also been followed by a variety of protests. This article analyzes the so-called #HijabUppropet (#HijabOutcry), a call initiated by Muslim feminist activists in response to a racist attack on a Muslim woman, which encouraged all "sisters" in Sweden to temporarily veil themselves in solidarity. The hijab outcry was widely heard and both celebrated and debated. Drawing on postcolonial feminist theory, this article shows how the initial protest against racism was partly reduced to a matter of being for or against the veil and the right to choose. Despite intentions to normalize the veil, the flow of comments and pictures on social media turned veils into examples of odd, exotic, and beautiful elements that enrich Swedish culture. The white secular subject was again reinstalled as the ideal and it seemed as though Muslim women could not pass as agents of Swedish feminist solidarity. Yet, at the same time, the debate in the aftermath of the hijab outcry had the effect of initiating an uneasy feeling of not belonging among white non-Muslim participators. This was a feeling that might affect future acts of solidarity—confronting a Swedish context of secular pride and whiteness—where Muslim women must struggle to be recognized as political subjects.

    Abstract [en]

    The purpose if this longitudinal study is to analyse UKIP’s strategical motivations behind their immigration policy closing in to the Brexit referendum. Text units from UKIP’s all five manifestos has been analysed through quantitative content analysis in order to notice a change in focus of immigration policy in relation to their already established eurosceptic agenda. Changes in frequency of how much immigration is mentioned in a negative fashion in the manifestos is paired with exogenous and endogenous situational determinants. Using Party Strategy Theory (PST) based in Rational Choice Theory, and political parties’ three stages of development, interesting peaks and throughs are explained. The analysis of the empirical data culminated in a graph that shows how immigration becomes a much larger focus in UKIP’s agenda from 2010, while eurosceptic policy decreases in relation to it. Exogenous situational determinants are events such as the EU’s expansion to the east, the refugee crisis and of course the Brexit referendum. Endogenous situational determinants are mainly the change of party leader to Nigel Farage in 2006. These events together with the empirical result is analysed through deciding how the tree stages of the life cycle applies to the party, as well as which goods motivates their policy choices. The goods used in PST are office- vote- and policy seeking goals. These goals also corresponds to certain stages of the life cycle. The conclusion is that UKIP (especially during the leadership of Nigel Farage) used immigration as a vote-seeking strategy in order to gather an increased electoral support for the party both in general elections, but also facing the Brexit referendum.

    Lagen om samverkan vid utskrivning från sluten hälso- och sjukvård trädde i kraft 1: a januari 2018. Lagen ställer krav på primärvården i form av att utse en fast vårdkontakt och att genomföra samordnad individuell plan för patienter som efter utskrivning förväntas behöva insatser från både kommun och landsting. Sjukvården är svår att styra med reformer och implementeringsprocessen innehåller aktörer på olika nivåer med olika handlingslogiker. För att styrningen ska lyckas måste aktörerna förstå, vilja och kunna implementera den. Genom dessa villkor studerades hur Region Gävleborgs primärvårds personal förhåller sig till lagen om samverkan vid utskrivning från sluten hälso- och sjukvård och hur förhållningssättet skiljer mellan chef och anställd. Empirin insamlades via en enkät och analyserades statistiskt. Resultatet visar att personalens kunskap om lagen och att förståelsen för hur den påverkar deras arbete är god. Förmågan att implementera lagen varierar, kompetensen finns men de flesta upplever att de generellt saknar andra resurser. Viljan att implementera lagen är ganska låg då många respondenter inte tror att den kommer att uppfylla sina syften, men uppfattningarna går delvis isär. Chefers och deras anställdas svar har i viss mån skiljt i några frågor men det föreligger inte någon statistiskt signifikant skillnad. Några generella slutsatser om primärvårdens förhållningssätt i Region Gävleborg dras inte på grund av låg svarsfrekvens.

    Abstract [en]

    In this thesis, a policy analysis is performed on the EU Framework for National RomaIntegration Strategies up to 2020. The purpose of the thesis is to discuss what’s the problemrepresented to be in the EU Roma Framework. By extension be able to investigate the incentivesbehind the formulation of the EU Roma Framework, the problem formulation represented inthe EU Roma Framework and its origins. To be able to analyze this EU Roma Framework froma new perspective, the thesis has drawn upon discursive theory and is based on Carol Bacchi’sWPR approach. The results of this thesis show that the problem formulation of the EUFramework for National Roma Integration Strategies up to 2020 does have a financial focus,but that this does not have to do with economic incentives of the EU — but rather a generalEuropean discourse that has influenced the EU to take on and recreating this problemformulation in the EU Roma Framework.

    Constitutional rules and party goals in coalition formation: an analysis of winning minority governments in Sweden1995Doctoral thesis, monograph (Other academic)
    Abstract [en]

    This study starts with two theoretical puzzles within the rational choice oriented literature on government formation in parliamentary democracies: the relative importance of constitutional rules and the existence of multiple party goals. From these puzzles stem the research questions that guide the study: First, what is the theoretical and empirical link between constitutional arrangements (including rules) and party goals? Second, what are the goals of political parties and how can these be studied? Third, relative to the goals of political parties and other constitutional arrangements, what is the importance of government formation rules for the empirical record of minority and majority governments?Coalition theory provides the theoretical starting point from which the research questions stem. The historical-institutional strand of new institutionalism is used to guide the general understanding of the importance of institutional context. The rational choice oriented strand is used for a detailed study of the design of the Swedish government formation rules and an analysis of how the formation rules affect the goal seeking (micro-logic) of actors.Based on both cross-national data and an in-depth study of Swedish coalition and government formation, the analysis shows that the answer to research question number one is that the link between constitutional arrangements and party goals is one of co-determination. The answer to research question number two is that party leaders pursue four main goals and that this should be an explicit model assumption. The answer to research question number three is that the government formation rules help determine the parties' bargaining positions and for that reason they are of significant importance for the formation of minority and majority governments.
