    Sweden's referendum on whether to join EMU produced an emphatic No. The murder of one of the Yes side's leading representatives thus appeared not to have affected the result. Cleavages exposed in the referendum on EU membership nine years previously were even more apparent this time; yet No-voters were also to found across the political, regional and social spectrums. As well as describing the campaign and explaining the outcome, this article focuses on the campaign strategies adopted by parties and other actors. Lessons from previous campaigns had been learned by the opponents of EMU, but largely forgotten by its supporters.

    Abstract [en]

    Using a simple stages model of the policy process, we explore the politics of ecological restoration using an array of examples drawn across sector, different size and scale, and from different countries. A policy analysis perspective reveals how, at both the program and project levels, ecological restoration operates within a complex and dynamic interplay between technical decision making, ideologies, and interest politics. Viewed through the stages model, restoration policy involves negotiating nature across stages in the policy making process, including agenda setting, policy formulation, implementation, and evaluation. The stages model is a useful heuristic devise; however, this linear model assumes that policy makers approach the issue rationally. In practice, ecological restoration policy takes place in the context of different distributions of power between the various public and private actors involved at the different stages of restoration policy making. This allows us to reiterate the point that ecological restoration is best seen not only as a technical task but as a social and political project.

    Abstract [en]

    This article discusses how ecological restoration success can be understood and evaluated using a policy analysis lens. First, this article details a conceptual tool that helps to develop a more encompassing set of criteria to assess restoration activities that provide socioeconomic benefits. Second, by broadening the understanding of restoration success and how it can be evaluated, it allows a more critical view of evaluation itself and its uses as a policy tool. A table is presented that can help practitioners reveal preferences and clarify the aims and objectives of particular initiatives. The table also sensitizes practitioners to the complexity of the links between restoration rationales and evaluation criteria, which in turn may open up much needed discussion and dialogue between restoration participants about the underlying values an actor may wish to promote. It heightens awareness of the fact that evaluation methods need to recognize that restoration is driven by multiple rationales often in the same project, both process driven and output oriented, which in turn can change over time. Adding process and output criteria together may also raise issues of priority. Evaluation criteria thus need to be assigned in ways that reflect these multiplicities, while at the same time recognizing that some restoration values might be conflictual and that there may be winners and losers. Furthermore, judgement about "failure" of a project can change as new goals emerge in delivery and implementation. Ecological restoration evaluation should therefore be ongoing, contextual, and not a one-off event.

    This article examines the role of central government in enhancing local capacity for promoting sustainable development. Building upon a series of evaluation studies, it examines a major central government funding initiative in Sweden, called the Local Investment Programme for Ecological Sustainability (LIP). The Programme formed part of a new governance approach towards the promotion of sustainable development. It was designed to promote both ecological sustainable development and create new 'green jobs', while at the same time stimulating innovative ways of thinking among local actors about the relationship between economy, ecology and society. Substantial material environmental effects were achieved and 'green jobs' created by LIP. However, allocation was skewed towards environmental leader municipalities and LIP was never fully integrated into other sustainable development initiatives. Further, few public/private partnerships were developed. Hence, despite the magnitude of the Programme, we question whether it produced lasting capacity-building effects at the local level.

    This chapter investigates the role of the state in the governance of sustainable development at the sub-national, regional and local levels in Europe, including 1) the scope of state involvement, 2) the function of the state in sustainable development policy making. The state is shown to be a key player in initiating and co-ordinating the sustainable development planning processes in the four key themes across European states: (1) multi-level governance; (2) networks and public / private partnerships; (3) participation and (4) the use of marked based instruments.

    The main function of the state in the analyzed policy areas is, on the one hand to act as coordinator between different interests, and on the other to act as stimulator for initiating new policy initiatives. The state both initiates and co-ordinates policy networks and retains a great deal of power over the nature and functioning of network forms of governance. Evidence also points out how the use of new environmental policy tools can strengthen the hand of the state by supporting hierarchical governance. Thus, far from being a simple one, the relationship between market and network governance and the state has been shown to be complex and dense.

    Ecological restoration has taken on a new significance in the face of climate change and biodiversity loss. Despite its growing policy salience, however, the social and political sciences have paid limited attention to the study of ecological restoration policy and practice. By drawing upon the political science study of multilevel governance, institutions, power elations, and place-based politics, a flavour is given of what a political science engagement might contribute to the rich tapestry of analysis that has already been produced by other disciplines on ecological restoration. As the use of restoration grows, it is increasingly likely that it will give rise to social dispute and be brought into conflict with a variety of environmental, cultural, economic, and community interests. Restoration policy and projects encounter professional and institutional norms as well as place-specific interests and values. There is urgent need to investigate how and in what ways some interests become winners and others losers in these activities, and how this in turn can influence ecological restoration outcomes. A political science lens could help build new criteria for evaluating the success of ecological restoration, ones that combine both process- and product-driven considerations.

    Abstract [en]

    Making democracy work is a continuous struggle (Putnam 1993). This also goes for local democracy (Wollmann 1999), including the maintenance of the autonomy of local government, which is the basis for local democracy. The autonomy of local government varies across countries but there is little understanding of why systems of local government develop in such different ways. The purpose of this article is to contribute to such an understanding. The variation in local autonomy as well as the lack of explanations for it is remarkable since local autonomy is a cherished ideal for local government in liberal-democratic societies. Indeed, local autonomy is one of the constituent features of local government, perhaps the most fundamental feature. Local government is of course established by the state and serves the state both literally and in a wider sense. Yet, without some measure of autonomy from the state local democracy is meaningless — there will be no policy space for decision-makers and no choice for citizens. Arguably, local autonomy is also a driver of efficiency in local government affairs through the adaptive opportunities to local circumstances made possible by autonomous decision-makers accountable to local citizens as tax payers and consumers.

    Some parties support rather than join the executive, thereby operating in a grey area between opposition and office – in governance but not in government. Previous research on the New Zealand Greens’ experience as a support party has shown that this liminal position may prove a blessing or a curse – or, more likely, a mixture of both. This article compares the experience of the Swedish Greens. While the Swedish party gained more on policy, it suffered the same frustrations as its Kiwi counterpart with regard to consultation, to the media and to a government that could potentially find support elsewhere. It, too, avoided overwhelming internal tensions, but was likewise left wanting more. Neither party broke into government at the next election, but tried to put lessons learned into practice when supporting centre–left cabinets once again. That the challenges encountered were so similar suggests the possibility that they are common to support parties elsewhere.

    Recent years have seen the institutionalization of minority governance in Sweden and New Zealand. Large, historic social democratic labour parties enjoy comparative security of tenure thanks to smaller, newer parties with whom they have signed long-term, detailed support agreements covering both policy and process. This trend toward ‘contract parliamentarism’ owes much to party-system dynamics, but also to the accretion of experience, to cultural norms and to institutional constraints – all of which, along with electoral contingency, explain why the trend has gone slightly further in one polity than in the other. While the trend seems to favour the left in general, its implications for the support or ‘servant’ parties, and – more normatively – for democracy itself, may be less favourable.

    When processes collide: leadership, legitimacy and liberation in Palestine2019Doktoravhandling, monografi (Annet vitenskapelig)

    Palestinian national movement leadership has long been intertwined with thecontext of the national movement processes – liberation, peace and statebuilding. Over time, as these processes have not come to fruition, the numerousleadership groups have had to negotiate their relationships with these processesas both the groups and processes increasingly overlap, creating significantobservable points of tension within Palestinian politics. There are currentlymultiple levels of leadership across the national movement: two representativegoverning institutions – the Palestine Liberation Organisation and thePalestinian Authority; two dominant political movements – Fatah and Hamas;and numerous popular resistance initiatives such as the Boycott, Divestment andSanctions movement coalition that has different levels of endorsement (or lackof) by the other leaderships. This thesis seeks to map the Palestinian nationalliberation movement leadership, examining the inter-relations between themultiple leadership groups and internal (i.e. intra-Palestinian) legitimacies.Examining the internal legitimacies of the Palestinian leaderships results in anexpansion of how internal legitimacy can be conceptualised. For the historicalperiod (1958-2008) analysed, I found revolutionary, representative,oppositional, institutional, democratic and moral legitimacy types within thePalestinian case. Furthermore, these were all attributed to respective nationalmovement processes. Analysing the recent period (2016-2017) requires the useof a relational approach to further develop understandings of legitimacy. Thisapproach transforms legitimacy into a process of (de)legitimisation, whichinteracts with the national movement processes and helps us capture and analysethe complexities of the Palestinian case – that of concurrent, multiple andcontending perspectives. I found the continuation of the liberation and statebuilding processes as simultaneous bases of legitimisation to be a critical point oftension within the tandem legitimisation-delegitisimation process. Engaging arelational approach demonstrated the need for ongoing leadershipreconstruction. I conclude that, in order to negotiate the interactions andcontestations between the multiple and dynamic processes that underlielegitimacy, leaderships face an ultimatum of ‘reconstruct or delegitimise’. WherePalestinian leadership groups have stagnated and not engaged with a process ofreconstruction, we see processes of delegitimisation arising that can explain thecurrent leadership complexities within the Palestinian national movement.

    The purpose of this thesis is to see how the political elite of the Russian Federation uses the historical events of 1612 to advance their preferred national identity. By using qualitative content analysis, speeches held by the president on national unity day will be analysed and compared. The study finds that there have been changes in the themes between 2005 and 2017, and that the Russian people are expected to increasingly prioritize their motherland.

    "The Swedish forestry model" refers to the forest regime that evolved following the 1993 revision of the Swedish Forestry Act. It is key to Swedish forest politics and used to capture the essence of a sustainable way of managing forests. However, the ideas, institutions and practices comprising the model have not been comprehensively analyzed previously. Addressing this knowledge gap, we use frame analysis and a Pathways approach to investigate the underlying governance model, focusing on the way policy problems are addressed, goals, implementation procedures, outcomes and the resulting pathways to sustainability. We suggest that the institutionally embedded response to pressing sustainability challenges and increasing demands is expansion, inclusion and integration: more of everything. The more-of-everything pathway is influenced by ideas of ecological modernization and the optimistic view that existing resources can be increased. Our findings suggest that in effect it prioritizes the economic dimension of sustainability. While broadening out policy formulation it closes down the range of alternative outputs, a shortcoming that hampers its capacity to respond to current sustainability challenges. Consequently, there is a need for a broad public debate regarding not only the role of forests in future society, but also the operationalization of sustainable development.
