    Den 1 januari 2016 trädde en revidering av föräldraförsäkringen i kraft, där 90 dagar istället för 60 av de totalt 480 dagarna av föräldrapenning öronmärktes för respektive förälder som har gemensam vårdnad. Jämställdhet i kombination med föräldraledighet har varit ett ständigt aktualiserat ämne och jämställdhet i kombination med ett barnperspektiv är starkt betonat i den nuvarande upplagan av föräldraförsäkringen. Ett argument till att öronmärka fler dagar är att främja jämställdhet genom att öka manligt uttag av föräldrapenning, som trots en utjämning fortfarande domineras av kvinnor. Flera positiva effekter förutspås av en jämnare fördelning av uttag av föräldrapenning. Genom att män ökar sin närvaro i hemmet, frigörs kvinnors tid som kan ägnas åt arbete, vilket bidrar till ökad löneutveckling, karriärmöjligheter och pensionsstorlek. Studier indikerar dessutom ett samband mellan fäders föräldraledighet och en jämlikare fördelning av hushållssysslor. Denna logik förutsätts av att en kvinna delar sitt hushåll med någon, helst en man. År 2016 levde 12,4 procent av alla barn under 3 år med separerade biologiska föräldrar. Ensamstående mödrars tid i hemmet kan inte frigöras av någon på samma premisser som sammanboende par, därför kan uppdelningen av föräldraledighet bli problematisk. Denna uppsats syftar till att genom en WPR-analys av den senaste revideringen av föräldraförsäkringsreformen undersöka hur ensamstående mödrars situation reflekteras i jämställdhetsdiskursen. Studiens teoretiska ramverk inkluderar diskursiv institutionalism med syfte att studera hur jämställdhet som idé opererar inom institutionen – samt socialkonstruktivism som gör det möjligt att studera normers betydelse i produktionen av problem. Överlag är begreppet jämställdhet etablerat på premissen att kvinnor och män lever ihop i en tvåsamhet. Det finns kännedom om problematik kring föräldraledighet bland separerade föräldrar med gemensam vårdnad – en problematik som vidrörs men lämnas utan djupare analys. Frånvaron av ensamstående mödrars perspektiv i den nuvarande jämställdhetsstrategin i föräldraförsäkringen riskerar att ge allvarliga konsekvenser på ensamstående mödrars liv. Vad jämställdhetskonceptet i föräldraförsäkringen saknar är en fler dimensioner av analysnivåer däribland kvinnor som lever utan män. Att enbart utgå ifrån relationen mellan kvinnor och män är en för tunn grund att basera hållbara jämställdhetsåtgärder på.

    Abstract [en]

    In recent decades, the welfare state has changed as a result of various market adaptations and privatisations. The state’s responsibility for the provision of welfare has diminished and responsibility has been shifted onto the market, the family and civil society.

    The aim of this thesis is to examine how shifting the responsibility for sickness insurance between the state, the market and the family interacts with ideas and beliefs about gender, and what the consequences are for the eligibility to receive sickness benefit insurance of those who are insured. The material consists of governmental inquiries into the Swedish sickness insurance system from 1944 to 2006, the texts of which have been analysed using discourse analysis.

    The study shows that the division of responsibility studied in the texts, in various ways, worked to create a hierarchy and to maintain the separation between different categories, and thus has contributed to create gender-defined positions. The design of the sickness insurance system is shaped by gender-defined interpretative frameworks.

    In the texts I study how divisions of responsibility is characterised by ideas and beliefs about gender. The first period is dominated by an interpretive framework in which the man is the provider and the woman is provided for. These ideas and beliefs about gender characterise the division of responsibility, and those who are insured are separated into gender-defined groups by the way in which responsibility for different parts of the insurance system are divided between the state, the market and the family. As a result, gender-defined status positions are created, with men as policy holders and women as beneficiaries.

    The second period is dominated by an interpretive framework based on equality of treatment. It is characterised by ideas that both men and women contribute to supporting the household through paid work. Differentiation between the sexes decreases as women, to a much greater extent, positioned as wage-earners, while those who work in the home become increasingly marginalised as they are perceived as old-fashioned.

    In the third period, economic interpretive frameworks and concepts relating to insurability come, increasingly, to the fore. Differentiation increases as the responsibility is shifted to the market and the individual. The roles of beneficiary and the policy holder return, although the division is not as clearly defined by gender as it was in the first period.

    På hösten 2018 riktades blickarna mot vården i Sverige. Inte vilken del av vården som helst utan den som berör två av de kanske mest utsatta grupperna i samhället, missbruksvården och psykiatrin. I kölvattnet efter Uppdraggransknings dokumentärer om Sanne beslutade regeringen att det behövdes en (ny) översyn av huvudmannaskapet vid samsjuklighet av missbruk och psykisk sjukdom. (Ny) är denna översyn eftersom Missbruksutredningen 2011 lämnade över sitt slutbetänkande ”Bättre insatser vid missbruk och beroende” som pga. det höga antalet av samsjuklighet yrkade på ett lagförslag där Lag om vård av missbrukare i vissa fall (LVM) och Lag om psykiatrisk tvångsvård (LPT) skulle bli en och samma lag. Regeringen avslog det yrkandet. Hur upplever läkarna, som möter dessa patienter dagligen, att det är att ha två huvudmän för den här patientgruppen? Uppsatsens syfte är att ta reda på hur specialistläkarna inom psykiatri och beroendevården på Vrinnevisjukhuset i Norrköping uppfattar gråzonen mellan LVM och LPT. Detta har gjorts genom intervjuer med läkare som arbetar på Beroendekliniken och på psykiatriska kliniken på Vrinnevisjukhuset i Norrköping. Uppfattningen bland läkarna är att det finns ett behov av ett bättre samarbete mellan de olika instanserna och att strukturerna för hur man ska ha detta samarbete måste vara tydligt. Läkarna anser att lagarna bör fortsatt vara åtskilda men att det kunde vara önskvärt med en och samma huvudman för att minska risken för att patienter hamnar mellan stolarna.

    Abstract [en]

    This essay is about the issues between minorities and the media in the present day, with a focus on the conflicts in northern Sweden involving the Sami-people. This essay uses quantitative content analysis to examine news articles published between 2002 and 2016 to investigate changes in how the Sami minority is depicted in local media. This topic is influenced due to the Culture Capital event of 2014 that took place in the city of Umeå, located in northern Sweden. The event involved a lot of Sami culture, tradition and performances which might have had an effect on the type of news that local newspapers published. The results show that articles that involve news about conflicts, discrimination and other negative attributes have lowered throughout the years since 2002. The biggest change can however be seen in the period after 2009 where the negative articles lowered to a much higher degree than the years before. This essay has found a possible correlation between the event and media portrayal in local newspapers.

    Corruption in Sweden: Exploring Danger Zones and Change.2002Doctoral thesis, monograph (Other academic)
    Abstract [en]

    In this dissertation I study corruption in the public sector in Sweden, a country which the literature regards as having few corruption problems. Sweden is therefore classified as a “least corrupt” case, and such countries are seldom studied in corruption research. My work is thus an effort to fill a gap in the literature. This research is also motivated by a conviction that such a case provides a fertile ground for studying danger zones for corruption. For example, this work allows me to explore how institutional and contextual changes impact on corruption and danger zones.

    Though the main focus of this work is on Sweden, I also have comparative ambitions. First, I locate Sweden in a cross-national context. I then study corruption in Sweden using a comparative methodology and with an eye to international comparisons. I apply a combined theoretical approach and a multi-method investigation based on several empirical sources and both quantitative and qualitative techniques. This research strategy enables me to capture a phenomenon (corruption) that is more difficult to identify in countries with relatively few obvious corruption scandals than it is in countries in which the phenomenon has traditionally been studied.

    Regarding danger zones for corruption, the results show that some of the zones identified in the international literature, such as public procurement, are also important in Sweden. For the Swedish case, my empirical research also identifies the types of corruption that occur, perceptions of danger zones and corruption, how corruption changes over time, and how corruption is fought. With regard to the latter, one conclusion is that ingrained (male) sub-cultures can be problematic and may need to be opened up using a combination of measures like promoting a more heterogeneous group of politicians, creating more transparent proceedings in decision groups and conducting more effective audits. The research also highlights the importance of adapting control measures to existing structures of delegation. For example, if delegation arrangements are changed to improve efficiency and cut costs, new accountability measures may be necessary. In general, delegation and control structures should be structured in such a way as to make the cost of shirking quite high.

    Finally, based on the results of this multi-method investigation, I conclude that one avenue for further corruption research is to connect our knowledge of danger zones to what we know about mechanisms effecting corrupt behaviour, and then to apply this to discussions of new models of the politics of management in multi-level governance.

    Abstract [en]

    This dissertation examines efforts to integrate a “new” policy sector – forest and forestry – into the European Union (EU). There is currently no legal foundation for a common forest policy and some member states (not least Sweden), as well as parts of the forestry sector, have been strongly opposed to one. At the same time, administrative units and structures within the EU have been created and they and some member states have promoted a common policy. This raises the question how can we understand and explain this?

    The purpose of this dissertation is to problematise, map and analyse mainly Swedish actors’ attitudes to efforts to create a common forest policy within the EU. The study is based on neofunctionalism, which is a classic theory of integration, but it uses newer theorising (from intergovernmentalism and modern versions of neofunctionalism) to address some of the weaknesses of the approach.

    I investigate the role, preferences and strategies of the main actors. This includes EU institutions and member states. I also map European industry interests and other associations, interest groups and active networks and study their role in the process. In these multi-national settings, I pay particular (although not exclusive) attention to their Swedish members. Within Sweden, I examine how governmental and non-governmental forest actors behave vis-à-vis the EU.

    The empirical investigation shows that some of Swedish actors, for example the private forest owners’ organisation and forest industries associations, have change their preferences and strate gies over time. They have come to believe that whether they like it or not, other policy areas affect forest and forestry both directly and indirectly. Because of this, they now take the position that it is better to promote a limited European forest policy rather than remaining aloof and risk the creation of a much more comprehensive and centralised policy. At the same time (and for now at least), the Swedish government and most party politicians remain opposed to any attempt to formalise a forest policy within the EU.

    This study contributes new knowledge about how new policy areas become integrated within EU, including knowledge about the roles that different actors can have in such processes. The results are of interest to researchers, decision makers and the interested public. They can also influence thinking about Sweden’s influence in, and relation to, EU forest policy.

    Based on the empirical results, my theoretical conclusion is that organised interests have an important role in the integration process. The integration process of forest and forestry is not driven by one actor, but by many different actors, who operate on different levels and who have different interests.

    This study shows that forest and forestry-related questions have come to the EU, and they will remain there. The important question for the future is not if there will be some kind of European level policy on forest and forestry, but rather what form European policy will take.

    Abstract [en]

    This study investigates the extent and nature of the interaction between the political, institutional andeconomical development in the Swedish railway sector 1920-1980. The work deals with two main issuse,which may be summarized in the following question: has the Swedish railway policy contributed to orcounterbalanced the stagnation of the railways, especially in the post-war period? The basic premise has beenthat the institutional framework from the 19th century, was well adjusted to the requirements in thecontemporary industrialization process. The adaption of the regulations, obligations and economic principlesfrom the inter-war years and henceforth was more problematic. A growing discrepancy between economicconditions and policy goals emerged. Ulis affected the function of the Sate Railways (SJ).The interesting issue is to explain the process of renewal and abandonment of the original institutionalarrangements. There are two distinctive driving forces in this process. Firstly the demand for transport in theeconomy of the society changed. This interacted with the expansion of motorvehicles. Motor vehicles, and lateron civil aviation, have taken over parts of traditional railway transports. Of greater significance though, is thefact that railways have not been able to compete with motorvehicles on a number of growing markets in theeconomy of society. This has been of major importance to the diminishing economic returns and the decliningcompany profitability in the railway sector. The second driving force is to be found in the institutional setting inthe railway sector. The institutional principles and the railway policy gave social and economic responsibilitypriority over business profitability as the managerial strategy for SJ. SJ was used to fulfil regional and generaleconomic policy goals. As a consequence the unprofitable private railways were nationalized to save theregional transport system. To succeed on the competitive transport market in the post-war period it becamenecessary for SJ to act as a profit-seeking company. This created a long period of political struggle inParliament concerning the institutional principles. In order to keep the social economic principles, the monetaryclaims were reduced. Subsidies were given to try to save SJ s profitability as a business company. The mixtureof social and monetary principles from 1960 and onwards, could neither solve the railway's market problems,nor could they keep the regional railway system intact. This failure led to the abandonment of the originalinstitutional framework. In the late 1980 s it was totally replaced. Hie guiding rules for the State Railways arenow concentrated on competition and company profitability.

    Uppsatsens syfte är att undersöka hur den politiska gestaltningen i de svenska dagstidningarna Dagens Nyheter och Svenska Dagbladet skiljer sig åt under olika tidsperioder och därmed vid de olika valen; Europaparlamentsvalet samt Svenskt Riksdagsval. Uppsatsen utgår från teorier om andrahandsval och vad det innebär samt teorier om mediegestaltning av politik och vilken roll det kan ha. Uppsatsen jämför Europaparlamentsvalet 2014 med Svenska Riksdagsvalet 2014 för att belysa skillnaderna mellan de två valen samt hur de gestaltas i nämnda dagstidningar. Vidare belyses läsaren om hur Europaparlamentsvalet har förändrats över tid genom en undersökning av perioden år 2003-2004 i syftet att uppmärksamma hur Europaparlamentsvalet som ägde rum år 2004 gestaltades och tolkades av samma svenska dagstidningar då som vid senare tidsperiod. Uppsatsen avslutar i att diskutera resultatet och gör försök att förklara Europaparlamentsvalet position idag samt i framtiden utifrån den empiri och de teorier om andrahandsval som uppsatsen utgick från.

    Den generella samhällsutvecklingen visar på ett minskat kontantanvändande och Sverige utgör ett unikt exempel på detta i ett internationellt perspektiv. Minskningen är också synbar i hälso- och sjukvårdens kassor i och med att patientavgifterna nästan uteslutande betalas med kort eller faktura. Möjligheten till kontantbetalning får emellertid inte begränsas. I de fall medborgare önskar betala sin patientavgift med sedlar och/eller mynt har de laglig rätt till det, vilket fastslogs i ett mål Högsta förvaltningsdomstolen avgjorde 2015. Hur motiverar ansvariga beslutsfattare en praktiskt taget kontantlös hälso- och sjukvård i ljuset av den vägledande domen? Syftet med den här studien är att reda ut vilka skäl som företrädarna anger vara de främsta till att receptionernas kassor ogärna hanterar kontanter; hur de resonerar kring pådrivandet av en utveckling som går i motsatt riktning till existerande juridiska ramverk. Har lagen någon effekt på kassautformningen och finns det ekonomiska incitament till uteslutandet/begränsningen av kontanter? Genom en enkätundersökning riktad till receptionspersonal och intervjuer genomförda med företrädare för primärvården, sjukhusvården och regionen landar den här studiens resultat i att motiven främst är praktiska, arbetsmiljömässiga och ekonomiska. Kontanter är svårhanterliga och kostsamma. De utgör därför ett bekymmer i de offentliga tjänstemännens uppgift att balansera demokrati- och ekonomivärden i det här avseendet.
