    The aim of this thesis was to study the strategies that Kamraterna (‘the Comrades’), an association for Stockholm’s policemen, and the Swedish Policemen’s Union employed in order to solve the issue of women in police service in the years 1957-1971. I have dealt with the attitudes they had to women in police service and the conceptions of gender that were expressed. The trade unions’ way of trying to solve the issue of women’s service and position in the organisation and Kamraterna’s actions vis-à-vis their female members have also been in focus. Finally, I have also studied the way in which the police profession was made masculine and feminine and how this could be used as a part of the strategies.

    Women’s entrance into the police profession on the same terms as men created and made visible the gender structures in the police force. The male police officers saw their rights threatened, if the female labour could be judged differently and hence be promoted more rapidly. This conflict made conceptions of male and female qualities visible, and above all in Kamraterna, a struggle was started to maintain male police officers’ privileges and rights.

    The unions emphasised that women would have to be employed on equal terms and that equal pay must imply equal work. Women were however considered to be best suited for social police work and work with women and children, while men were chiefly associated with the parts of the profession involving physical strength and violence. It was difficult to implement the principle of equal terms in practice, since there was a basic idea that women were different. Both Kamraterna and the Swedish Policemen’s Union used dual closure in order to solve this dilemma. Kamraterna’s usurpation was intended to influence the police commissioner and to unite the members, including the women, thereby creating a collective unity about the issue of the female police officers’ posts and work. They tried to remove the women from foot patrol work by having them relocated to other departments with civil duties. In this way they endeavoured to keep the patrol work as an exclusively male area by resorting to exclusion. When the National Police Board started experimental work in 1969 with female police officers being stationed in special units with civil duties, the Swedish Policemen’s Union supported this effort and tried to see to it that the instructions were followed. The Policemen’s Union thus employed exclusion. Excluding women from parts of the profession meant that the unions used a demarcationary strategy resulting in a gendered division of labour being created rather than the women being entirely excluded from the police profession. The patrol work was the part of the police profession that women ought not to have access to, and this was linked to masculine qualities and symbolism. Words like physical strength, strenuous service and violence were related to the patrol work. The uniforms and weapons underscored the masculine connotations of the patrol work. A hegemonic masculinity was created here, which could be used as a means for excluding female police officers. The women’s uniforms looked different and their weapons were not the same, which should have made it more difficult for them to be regarded as real police officers.

    Mellan massan och Marx: en studie av den politiska kampen inom fackföreningsrörelsen i Hofors 1917-19462007Doktorsavhandling, monografi (Övrigt vetenskapligt)
    Abstract [en]

    The thesis concentrates on Hofors and a local trade union environment between 1917 and 1946, where important parts of the trade union’s power were held by parties to the left of the social democrats. The overall aim is to problemize and discuss the issue of what characterised and made possible this deviation from the usual picture of a trade union movement dominated by social democracy. What characterised the conditions in such a local trade union environment and to what extent can local norms and political culture be linked to the conditions and the development in the trade union movement in Hofors?

    The factors behind the radicalism in Hofors can be found in the local union and political context. The investigation points out the following main reasons: the left-wing local council of the Social Democratic Party and its successors’ organisational lead, the local labour council’s working method being close to what has been considered “social democratic”, their representatives being highly trusted in the local community, and the growth of a local radical tradition.

    The political culture and the norms that gradually developed were based on a left-wing social democratic tradition. The local council of the Social Democratic Party that left the party in 1917 to join the left-wing social democratic faction was the same local council, despite their names and change of parties in the 1920s and 1930s. It became the local labour movement’s bearer of traditions and represented the continuity in the local trade union environment, which contributed to the leftwing socialist project being long-lived in Hofors. The central aspects were the trade union work and the practical-concrete tradition that developed.

    Primarily through successful trade union work, the local labour council and its trade union representatives gained strong and long-term support from a large proportion of the local trade union movement’s members and the population of Hofors.

    Against this background it may be stated that, even though it was often impossible for the parties to the left of social democracy to maintain a local trade union and political power position that was stronger than that of the social democrats for a lengthy period of time, it was not entirely impossible. It may also be stated that for the trade union member as such, a communist or socialist party affiliation was not a real obstacle in the election of shop stewards. Their focus was primarily put on the would-be representatives’ personal qualities and ability to live up to the demands and expectations placed on them by the members, and not so much on their ideological persuasion.

    Gene technology at stake: Swedish governmental commissions on the border of science and politics2007Doktorsavhandling, monografi (Övrigt vetenskapligt)

    This thesis examines the Swedish political response to the challenges posed by gene technology, seen through the prism of governmental commissions. It discerns and analyses continuities and changes in the Swedish political conception of gene technology, over the course of two decades, 1980–2000. This is done by thematically following ideas of “risks” and “ethics” as they are represented in the inner workings and reception of three governmental commissions. The Gene-Ethics Commission (1981–1984), the Gene Technology Commission (1990–1992) and the Biotechnology Commission (1997–2000) form the empirical focal points of this analysis. The first two provided preparatory policy proposals that preceded the implementation of the Swedish gene technology laws of 1991 and 1994. The last one aimed at presenting a comprehensive Swedish biotechnology policy for the new millennium.

    The study takes into account the role of governmental commissions as arenas where science and politics intersect in Swedish political life, and illuminates how this type of “boundary organisation”, placed on the border of science and politics, impinges on the understanding of the gene technology issue. The commissions have looked into the limits, dangers, possibilities and future applications of gene technology. They have been appointed to deal with the problematic task of distinguishing between what is routine and untested practices, realistic prediction and “science fiction”, what are unique problems and what are problems substantially similar to older ones, what constitutes a responsible approach as opposed to misconduct and what it means to let things “get out of hand” in contrast to being “in control”. Throughout a period of twenty years, media reports have continued to frame the challenges posed by gene technology as a task of balancing risks and benefits, walking the fine line between “frankenfoods” and “miracle drugs”.

    One salient problem for the commissions to solve was that science and industry seemed to promote a technology the public opposed and resisted, at least in parts. For both politics and science to gain, or regain, public trust it needed to demonstrate that risks – be it environmental, ethical or health related ones – were under control. Under the surface, it was much more complicated than “science helping politics” to make informed and rational decisions on how to formulate a regulatory policy. Could experts be trusted to participate in policy-making in a neutral way and was it not important, in accordance with democratic norms, to involve the public?

    Abstract [en]

    This study deals with the impact by modernisation and nationalism on the ethnicity and national identity among the Finnish speaking minority in the Torne Valley in the north of Sweden. The starting point is 1809 when Sweden lost the Finnish part of the kingdom to Russia. It resulted in the division of the Torne Valley into two na­tion-states and modernisation projects. The aim of the study is to investigate what happened to the ethnic content in the national identity in the two parts of the valley over time. The focus is placed on the parish of Övertorneå on the Swedish side between 1850 and 1939.

    According to the modernist and constructivist approach in theories of nationa­lism, national consciousness and national sentiments are confined to the era of industrialisation and modernisation. In the dissertation nationalism on the contrary is regarded as a myth-symbol complex which is transferred by one or many ethnic groups from the pre-modern state to the modern nation-state. A perspective from both above and below is used in the study. The investigation in the state assimilation policy shows, by contrast with previous studies, that the main aim up to the middle of the 1880s was to maintain religious hegemony in relation to the Laestadian revi­valist movement. It also shows that the assimilation policy was influenced by the continuity of the Finnish speaking minority in the nation-state and the previous link of Sweden together with Finland in the former unitary state. Moreover it shows that it was influenced by internal changes in the paradigm of education and party policy, the new international status of national minorities after First World War and language revitalisation in the Torne Valley.

    The process of language shift is used as an important marker of ethnicity and national identity. When following the shift of language use among the Torne Valley people from 1890 to 1930 the study shows that the language policy in school played an essential role for the shift, but the difference between women and men also reve­als the impact from the society outside school. It also reveals a dynamic change from both Finnish to Swedish and reverse before 1890. In contrast to previous studies the writing abilities in Finnish was at a considerable level and sustain in time compared to the writing abilities in Swedish. The stable pattern of inter-marriage between the Swedish Torne Valley and Finland 1860-1919 reveals a cultural continuity which stands in contrast to the dramatical political events of the time.

    The aim of this thesis is to shed light upon the Swedish nineteenth century poor relief system, how it operated in a local rural context, how it changed over time, and not least, who was supported and why. It raises questions about how the poor laws were interpreted on the parish level, how the welfare systems interacted with local society and about who was considered to be poor and entitled to support. The geographical setting of the thesis is Skellefteå, a rural parish in northern Sweden, and it concentrates upon the period 1830–1875.

    Swedish poor relief was governed by the fundamental principle that each parish had a duty to support their own poor and each parish was allowed a large amount of freedom to adjust their welfare arrangements according to local conditions. In Skellefteå, the main incentive for modification of the poor relief system was not new regulations from the national level, but social and economic transformations on the local level. This implies that local requirements were put before national legislation and suggests the existence of several regional, and perhaps also local, poor relief systems in nineteenth-century Sweden.

    On the local level, the results indicate the existence of a parochial social citizenship based upon a common understanding of social rights and duties in the community, and grounded in a strong sense of affiliation with the local society. Generally there was a larger distance between the poor and their providers in the wealthier and more socially stratified villages, hence a more egalitarian context seem to have facilitated identification and empathy with the poor. The local provision for the poor created and maintained bonds within a community, as well as it helped to build and reinforce boundaries towards those who did not belong. A sometimes suspicious and negative attitude towards outsiders was to some extent caused by a fear of increased poor relief expenses, but it also bears witness to a rural culture with a strong sense of belonging to one’s own village or hamlet.

    The majority of men and women supported by poor relief in Skellefteå belonged to the lower strata of society long before they became welfare recipients. They were landless rural people with weak kinship networks, that in most cases were unable to mobilize any significant support in times of need. Childhood, early middle age, and old age were identified as phases in the life cycle that seem to have entailed an increased risk of poverty and dependence. A substantial proportion of the poor were breadwinners, middle aged men with large households to support, while the widowed and unmarried paupers usually were women. For many of these households the life cycles’ vulnerable periods were further reinforced by other factors: a breadwinner’s illness or disability, the death of a spouse, a major subsistence crisis, or a larger marginalization caused by a deviation from society’s moral standards. In most cases there seems to have been a delicate interplay between several social risks that determined if and when a person or a household was to end up being supported by poor relief.

    Using the wedding registers of the Swedish embassy chapel in Paris during the years of the French Revolution, the article analyses patterns of integration among Lutheran immigrants who had come to reside in Paris. Using the network paradigm but not restricting the analysis to kinship networks, the identified relationships show that geographical origin played a significant role in the creation of networks, as did occupation. People with common geographical origins, and within the same trade, built up social networks lasting many years. Residential proximity was also present in network ties. In most of the weddings analysed, these different factors were intertwined, suggesting that the process of social integration often demanded both time and space as necessary elements. Moreover, the evidence suggests more generally that examining only kinship ties in the study of historical network analysis is unnecessarily restrictive if sources permit the examination of other bases on which networks can be formed.

    Syftet med artikeln är att undersöka bakgrunden till den nedsättande synen på kvinnors inblandning i det politiska livet under seljuqernas välde i östra Persien under 1100-talet. I centrum för denna studie står den persiske muslimske tänkaren al-Ghazali (1058-1111) som i sin furstespegel Nasihat al-Muluk (Råd för konungar) ger uttryck för en negativ syn på kvinnor och deras roll i den världsliga politiken.

    Abstract [en]

    The present dissertation ia an analysis in the history of ideas of the 12th-century Persian-Islamic thinker Abß Hamid Muhammad al-Ghazâlî's political ideas and his political reversal, ie. his abandonment of a religiously-influenced political theory in favour of a Persian-influenced political theory. This study is based upon source studies and a comparison between his manual for government and other writings in which his political ideas are expressed, along with a comparative study of his manual and other manuals of the same period. The dissertation begins with a description of the socio-political conditions of the 11th- and 12th-century Islam and provides a background to the seizing of power in the eastern region of the Islamic realm by the Central Asian Turks, accenting their relationship to the militarily and politically enfeebled

    c Abbasid caliphate in Baghdad. The dissertation also describes the status of political theory in the Islamic world and the various political currents of the era.

    During his lifetime, al-Ghazâlî was one of the foremost authorities of Islamic theology, honoured with the title Hujjat al-Islam, "sign of Islam". He was also a respected critic of Islamic philosophy who in one of his books proclaimed the caliphate to be the religiously and logically necessary head of Islam. In the mid-1090s al-Ghazâlî went through a spiritual crisis which led to his stepping down from his post as head of Nizâmiyya school in Baghdad, subsequently affiliating himself with Stjfîsm and retiring from public life.

    Having reemerged at the begining of the I2th century al-Ghazâlî wrote his manual Nasîhat al-Multik (Counsel for Kings) for the Saljfiq sultan Sanjar, where he in contrast to his earlier political writings employed pre-Islamic Persian ideas, eg. the idea of the ruler as being chosen by God, Farr-i îzadî (divine radiance), and the principle of justice. He now proclaimed the sultân to be the head of the Islamic state and elevated the Turkish sultan to "God's shadow on earth", not once mentioning the role of the caliphate. Furthermore, he made use of numerous fabricated Persian narratives in this book, presenting the pre-Islamic Persian era as a lost Golden Age.

    The present dissertation studies whether al-Ghazâlî's "conversion" to Sûfîsm in the 1090s played a role in his political reversal and his use of pre-Islamic Persian ideas, or if this should be interpreted as a literary conceit typicall such manuals. Moreover, the dissertation examines whether his transition to a Persian-influenced political theory implies a change in and therefore an abndonment of his fundamental political ideals, or if one may instead speak of a form of continuity in his political thought. This would mean that these new ideas should be seen as novel, normative sources which al-Ghazâlî employed in order to retain his fundamental political ideals under the pressure of the changed political climate.
