Abstract [en]

The Pathway Workshop continues the work already started in the previous Future Vision Workshop, by discussing how the visions then developed should be realized. The Pathway Workshop was held in collaboration with the MARGISTAR Cost Action (CA21125) and the MountResilience project at hotel Utsjoki in May 2025. Now the participants were tasked to work with these visions and elaborate on how to achieve wanted future conditions. Both groups discussed the visions in light of what needs to be eliminated, reduced, raised and created to fulfill them. The results confirm and validate results and recommendations from previous workshops, where the request of the locals and Sámi to be able to influence the future salmon management in the area must be acknowledged by national decisionmakers in both Norway and Finland.

Vi uppmanar regeringen att kraftfullt stärka en grön omställning grundad i demokratiskt deltagande, tillit och långsiktighet. I stället för att se kritik och gnissel som hinder måste regeringen stärka processer för att lyfta fram perifera områdens perspektiv och redan i planeringsstadiet överbrygga orättvisor mellan olika platser och samhällsgrupper regionalt, nationellt och internationellt, skriver ett stort antal forskare.

Abstract [en]

Forest biodiversity can be retained by setting aside protected forest areas for nature conservation or by integrating conservation measures inmanaged forests. Societal demands towards forest ecosystem services have changed in favour of conservation ideas, and there is a move towardsmore participatory forest policymaking. This paper investigated the relation between participatory decision-making and forest managementdevelopments within twelve European countries. We assessed a) the development of integration and segregation of nature conservation inforest management and the wider forest landscape, and b) how different groups participate in forest-related policy and management planning.Methodologically, we combined natural and social science to explore if the link between the two could be assessed by means of a multi-expertand multi-disciplinary assessment. We concluded that, in the twelve studied territories, integration of nature conservation in forest managementwas the dominating paradigm, while there is a simultaneous increase in both the areas set aside for nature conservation and the felling to incrementratio. At the same time, there was a noticeable increase in the attention given to nature conservation aspects in the formulation of forestpolicy. However, the relationship between participation in forest policy development/implementation and integrating nature conservation intoforest management was found to be complex. We proposed directions for future research in this domain.

RecoSal-hankkeen tavoitteena on tukea yhteistoiminnallista hallintaa, jolla pohjoisimmassa Fennoskandiassa sijaitsevan Tenojoen (norjaksi Tana, saameksi Deatnu) vesistön monimuotoisia lohikantoja saadaan elvytettyä. Hankkeessa tutkitaan, miten geneettisesti monimuotoisten lohikantojen tilan arviointia ja hoidon tietopohjaa voidaan laajentaa yhdistämällä tieteellistä ja paikallista tietoa. Tätä varten luodaan lähtökohtia yhteistyöhön pohjautuvalle Tenon lohifoorumille, joka toimii monikulttuurisessa, perinteistä ja paikallista tietoa sekä alkuperäiskansojen oikeuksia arvostavassa ympäristössä. RecoSal-hanke tarjoaa poikkitieteellistä asiantuntemusta tehokkaiden ja sosiaalisesti kestävien hoito- ja hallinnointikäytäntöjen kehittämiseksi ja toteuttamiseksi. Tavoitteena on ekologinen suojelu ja köyhtyneen biodiversiteetin palauttaminen.

  • Sustainable forest management approaches, regardless of whether they involve continuous cover forestry (CCF) or rotation forestry (RF), require a holistic landscape perspective that acknowledges the multiple interests, values, and uses that depend on the locally relevant economic, ecological, and socio-cultural circumstances. These must be considered alongside the use of forests and forest landscapes as a resource for rural development.
  • Forests provide a wide range of goods and services. Those addressed here (i.e. tourism, recreation, health, grazing, non-timber forest products, and societal protection from natural hazards) are a subset of all of those potential services that are already considered to be of special significance for the Nordic region.
  • Most recreational users consider variation in the forest landscape and long-distance views as visually attractive but think that clearcuttings and soil tilling are harmful.
  • In general, CCF favours bilberries, while lingonberries and some mushrooms benefit from even-aged forestry.
  • Owing to the many and varied demands relating to forests and forest landscapes in Norway, Sweden, and Finland, CCF-supported multiple-use strategies and planning will need to consider stakeholder requirements more, now and in the future, than is currently the case.

Abstract [en]

Background: Dramatic reductions in anthropogenic CO2 emissions are needed to mitigate the impacts of rapidly accelerating climate change. In Sweden and Finland efforts to realize the political ambitions to meet international climate objectives, and promote the growth of 'green' industries, have focused on rapid expansion of wind farms, but in both countries wind power developments have been controversial. These controversies are especially prominent in the northern regions of the countries which have become hotspots of wind power development. In this article, we focus on these regional wind power debates with the aim to extend scholarly understanding of the spatial justice dimensions of how 'just' and 'green' transitions unfold. We do this by examining representations of the ways in which the effects of regional wind power development, their management and the 'right' places for wind power are debated in 372 articles in Swedish and Finnish regional news media published during 2020–2023.

Results: In regional media representations, wind power is discussed in terms of a wide range of experienced and potential impacts. Negative impacts including harm to the environment, biodiversity and human health are discussed. Yet, the positive effects are emphasized, including contributions to national policy goals and the regional socioeconomic benefits of the emergence of a green, low-carbon economy in both the Swedish and Finnish articles. However, envisioned means for managing wind power development in a fair manner differ: compensations and the right to municipal veto are strongly highlighted in the Swedish articles, while Finnish articles focus on the integrity of democratic processes and planning. As the green transition continues to unfold, northern regions are increasingly being represented as the 'right' places for wind power, both from outside and within those regions.

Conclusions: Our findings highlight the perceived importance of local and regional socioeconomic benefits and local self-determination for positive perceptions of large-scale wind power developments in our focal administrative and legal contexts. Local and regional histories and encounters with earlier resource development continue to shape reactions to and interpretations of resource development projects in contemporary Euro-Arctic North.
