Abstract [en]
The project ?ESTATE? will contribute to the identification of an integrated system-based intervention for tobacco control through implementation research at community, educational institutions and health care institutions. We will build collaborations and share experiences with researcher partners in the consortium. In this implementation research, we will conduct situational analysis to evaluate the state of tobacco control, the opportunities, and barriers of tobacco control in Indonesia, through mixed methods of quantitative and qualitative studies. Knowledge obtained through the situational analysis will be used to design intervention programs for different target groups. The implementation of the interventions will be evaluated using realistic evaluation approach, enriched with the economic evaluation. We will link researchers, policy makers, and service providers throughout the project. More specifically, the project will: 1. Evaluate the existing smoking prevention and cessation programs in Indonesia, at education and health care institutions as well as in the community. 2. Identify the implementation of the program, barriers, promoting factors, and explore the potential of developing a horizontal integrated program using a system-based approach. 3. Develop, pilot-test, and implement the program at community, education institutions, and health care institutions. 4. Conduct the realistic and economic evaluation of the program, and refine the program for advocacy to the policy makers. This project is expected to be of high practical significance to global health as it is in line with the emerging framework for health in the post 2015 development agenda. An improved coordination for planning and implementation of tobacco control interventions at different levels (community, educational and health care institutions) will facilitate to break down existing barriers. The ultimate aim of ESTATE is to improve the population health and alleviate poverty.
