Abstract [en]

”Europe is losing the fight on dirty money.” - Sir Rob Wainwright, former director of Europol. 

There is a connection between organized crime and criminal economy. One of the Swedish police's priorities is to work against the criminal economy and the recovery of criminal profits. However, the police have been criticized by internal audit for lacking the necessary conditions and adequate knowledge to carry out the work effectively. The purpose of this study is to give the police a better understanding of the difficulties that officers experience in the work of recovering criminal profits. The study provides the police with a bottom-up perspective to make the work more efficient and eventually meet set goals. Providing the police with an increased understanding of how to recover criminal profits leads to evidence-based work in the subject area. The purpose of the study is also to demonstrate what operational officers believe they need to make the work more efficient. The study's theoretical frameworks are presented based on the top-down and bottom-up theories, street-level bureaucracy, and scientific management. The theories are chosen because they are well-known implementation and organizational theories. The study was conducted using a qualitative approach, and eleven interviews were conducted with police officers in the Stockholm police region and Stockholm North police area. The interview method used is semi-structured interviews where the respondent is given the opportunity to present what they consider difficult about the work of recovering criminal profits and what they believe they need to make the work more efficient. The study shows that top-down management complicates the work because decision-makers, such as police officers in outer service, may lack knowledge. Furthermore, the study shows that both police officers in outer service and decision-makers need education in the subject area to ensure that investigation measures and decisions are legally secure, and the work is thus made more efficient.
