Growth is explored as a central representation in the discourse of sustainable transport. The purpose is to investigate the relationships between mobility, sustainability and growth in the Swedish transport policy from 2015, the urban environment agreement. A discourse-analytical approach is used to theorise the relations between key concepts, mainly focusing on the different constructions of growth and how these are linked to mobility and sustainability within the discourse. The results demonstrate the hegemonic position of growth in the urban environment agreement, theorised through the concept of the wheel of growth. It is argued that, although the connection between mobility and sustainability is crucial in the policy discourse, it needs to be understood in relation to the multiple representations of growth. Finally, the three discursive logics - the logic of provision, the logic of patronage and the logic of fuel change - are proposed to capture the solutions available in this discourse dominated by growth.
