The purpose of this article is to present a framework for exploring whose and what intentions and knowledge guide local safety policies (LSPs) in multi-level governance. LSP is anumbrella concept referring to all kinds of safety policies, programs and one- and multi-componentinterventions developed and implemented by actors in the public and private sector in a local community.The framework integrates theories from two broad research fields: namely governance and implementation research, and theories of knowledge and knowledge use. LSPs from a Swedish municipality are used to demonstrate the use of the framework. The knowledge derived from using it can help safety researchers, policy makers and safety workers to better understand the conditions for LSPs in multi-level governance, and explain how key-actors' intentions and different kinds of knowledge influence and construct LSPs. The framework also enhances our understanding of governing and implementation problems in multi-level governance and of policy performance. If LSPs are developed in collaboration across administrative borders and sectors, legitimatized in the broader policy community, and integrate different kinds of knowledge, they will strengthen a local infrastructure and safety culture with shared commitment and responsibility, which is crucial for effective and sustainable LSPs.
