Åratal av svensk och internationell forskning underkänns och man använder ett språkbruk som skulle kunna vara hämtat från rasbiologins tid. Nu måste staten ta sitt ansvar och börja agera som en demokratisk rättsstat, skriver 59 forskare.

    The United Nations and peacekeeping: Lessons learned from Cambodia and East Timor2007Rapport (Annet vitenskapelig)
    Abstract [en]

    The United Nations’ role in securing peace and promoting democracy has developed in the post-Cold War Era. Only a few of the Unite Nations peacekeeping missions undertaken since 1989 have been deployed in Asia. However, two of the more ambitious operations have been carried out in Asia, namely in Cambodia in the early 1990s and in East Timor in the late 1990s. Both these operations had mandates that provided the United Nations with the possibility to control the national institutions in peace building attempts; i.e. cases of international administrations. In Cambodia the United Nations carried out its most ambitious operation to that date and the mission undertaken in East Timor was the most extensive and expensive peace building attempted by the United Nations. As such, both operations have served as ‘blueprints’ for future United Nations missions.

    The paper will study these two cases in-depth, looking specifically at what lessons can be learned, from the mandates, the contexts, the challenges encountered during the operations, and the outcomes. What problems and possibilities can be identified based on how the operations were initiated, planned and implemented?

    The Legitimacy of the United Nations in the Wake of Non-Authorised Military Interventions2007Rapport (Annet vitenskapelig)
    Abstract [en]

    The main aim of aim this study is to analyse the challenges faced by the United Nations in its involvement in countries that have been targeted by foreign military interventions that have not been authorised by the Security Council of the United Nations. The study does not examine the patterns of reaction to military intervention as such. Instead, the focus is on the United Nations’ response to the outcome of the military interventions at two main levels. The first is at the level of the Security Council and the decisions taken there on the nature and scope of the involvement of the United Nations in the post-intervention developments in the target state. The second level is the level of the target state and the challenges that the United Nations may face in carrying a given mission. A core dimension addressed in the study is how the United Nations’ responds to demands that it involves itself in situation resulting from actions that it had not authorised beforehand. Another dimension is the question of the legitimacy of the United Nations on the ground in the target state of the intervention. The later is of particular relevance when there is armed resistance to the intervening forces.

    Forests are assumed to play a significant role in relation to climate change mitigation. However, previous studies show that actor groups' perspectives vary regarding how to best utilize forests. This paper focuses on exploring frames in recent Swedish forest- and climate politics and to what extent they may form the basis for conflict resolution or contribute to perpetuate conflicts among actors. The analysis of recent forest- and climate policies, and actor groups' positioning on the issues, builds upon the pathways to sustainability approach in combination with frame analysis. The results showed that ideas based on “Ecological Modernisation” dominated within the forest-climate nexus, but also a clear presence of alternative frames promoting “Sustainable Development”. As a result, conflicting frames were identified within the policies on how to reach policy targets - stressing both the importance of consensus and neutral dialogue with actors, while concurrently prioritizing an economic perspective.

    Abstract [en]

    This dissertation examines efforts to integrate a “new” policy sector – forest and forestry – into the European Union (EU). There is currently no legal foundation for a common forest policy and some member states (not least Sweden), as well as parts of the forestry sector, have been strongly opposed to one. At the same time, administrative units and structures within the EU have been created and they and some member states have promoted a common policy. This raises the question how can we understand and explain this?

    The purpose of this dissertation is to problematise, map and analyse mainly Swedish actors’ attitudes to efforts to create a common forest policy within the EU. The study is based on neofunctionalism, which is a classic theory of integration, but it uses newer theorising (from intergovernmentalism and modern versions of neofunctionalism) to address some of the weaknesses of the approach.

    I investigate the role, preferences and strategies of the main actors. This includes EU institutions and member states. I also map European industry interests and other associations, interest groups and active networks and study their role in the process. In these multi-national settings, I pay particular (although not exclusive) attention to their Swedish members. Within Sweden, I examine how governmental and non-governmental forest actors behave vis-à-vis the EU.

    The empirical investigation shows that some of Swedish actors, for example the private forest owners’ organisation and forest industries associations, have change their preferences and strate gies over time. They have come to believe that whether they like it or not, other policy areas affect forest and forestry both directly and indirectly. Because of this, they now take the position that it is better to promote a limited European forest policy rather than remaining aloof and risk the creation of a much more comprehensive and centralised policy. At the same time (and for now at least), the Swedish government and most party politicians remain opposed to any attempt to formalise a forest policy within the EU.

    This study contributes new knowledge about how new policy areas become integrated within EU, including knowledge about the roles that different actors can have in such processes. The results are of interest to researchers, decision makers and the interested public. They can also influence thinking about Sweden’s influence in, and relation to, EU forest policy.

    Based on the empirical results, my theoretical conclusion is that organised interests have an important role in the integration process. The integration process of forest and forestry is not driven by one actor, but by many different actors, who operate on different levels and who have different interests.

    This study shows that forest and forestry-related questions have come to the EU, and they will remain there. The important question for the future is not if there will be some kind of European level policy on forest and forestry, but rather what form European policy will take.

    In places with a predominantly natural heritage, environmental and development discourses are intertwined and often competing. A key dimension is the social construction of socio-spatial relationships, and particularly, the attribution of core and periphery features. In this article, we investigate environmental and development discourses in the peripheral spatial context of the Aysén region of Chile. Three research questions guide the investigation: (a) What are the dominant environmental and development discourses? (b) what are the main synergies and tensions among discourses? and (c) what are the (discursive) implications for (de-)peripheralization? Based on semistructured interviews and secondary sources, we identify six regional discourses on environment and development. Imaginaries of nature, regional development, and economic growth are the common denominators that create synergies and tensions. We conclude that environmental and development discourses play a key role in the transformation of geographic peripheral areas. Discursive synergies can not only reinforce but also counteract tendencies of peripheralization.

    Using a simple stages model of the policy process, we explore the politics of ecological restoration using an array of examples drawn across sector, different size and scale, and from different countries. A policy analysis perspective reveals how, at both the program and project levels, ecological restoration operates within a complex and dynamic interplay between technical decision making, ideologies, and interest politics. Viewed through the stages model, restoration policy involves negotiating nature across stages in the policy making process, including agenda setting, policy formulation, implementation, and evaluation. The stages model is a useful heuristic devise; however, this linear model assumes that policy makers approach the issue rationally. In practice, ecological restoration policy takes place in the context of different distributions of power between the various public and private actors involved at the different stages of restoration policy making. This allows us to reiterate the point that ecological restoration is best seen not only as a technical task but as a social and political project.

    When processes collide: leadership, legitimacy and liberation in Palestine2019Doktoravhandling, monografi (Annet vitenskapelig)
    Abstract [en]

    Palestinian national movement leadership has long been intertwined with thecontext of the national movement processes – liberation, peace and statebuilding. Over time, as these processes have not come to fruition, the numerousleadership groups have had to negotiate their relationships with these processesas both the groups and processes increasingly overlap, creating significantobservable points of tension within Palestinian politics. There are currentlymultiple levels of leadership across the national movement: two representativegoverning institutions – the Palestine Liberation Organisation and thePalestinian Authority; two dominant political movements – Fatah and Hamas;and numerous popular resistance initiatives such as the Boycott, Divestment andSanctions movement coalition that has different levels of endorsement (or lackof) by the other leaderships. This thesis seeks to map the Palestinian nationalliberation movement leadership, examining the inter-relations between themultiple leadership groups and internal (i.e. intra-Palestinian) legitimacies.Examining the internal legitimacies of the Palestinian leaderships results in anexpansion of how internal legitimacy can be conceptualised. For the historicalperiod (1958-2008) analysed, I found revolutionary, representative,oppositional, institutional, democratic and moral legitimacy types within thePalestinian case. Furthermore, these were all attributed to respective nationalmovement processes. Analysing the recent period (2016-2017) requires the useof a relational approach to further develop understandings of legitimacy. Thisapproach transforms legitimacy into a process of (de)legitimisation, whichinteracts with the national movement processes and helps us capture and analysethe complexities of the Palestinian case – that of concurrent, multiple andcontending perspectives. I found the continuation of the liberation and statebuilding processes as simultaneous bases of legitimisation to be a critical point oftension within the tandem legitimisation-delegitisimation process. Engaging arelational approach demonstrated the need for ongoing leadershipreconstruction. I conclude that, in order to negotiate the interactions andcontestations between the multiple and dynamic processes that underlielegitimacy, leaderships face an ultimatum of ‘reconstruct or delegitimise’. WherePalestinian leadership groups have stagnated and not engaged with a process ofreconstruction, we see processes of delegitimisation arising that can explain thecurrent leadership complexities within the Palestinian national movement.

    From local conditionality to complexity reductionism? Exploring national evaluation policy in educational reforms in Sweden2016Konferansepaper (Annet vitenskapelig)
    Abstract [en]

    The demand for evaluation and monitoring in governance is well known. A development that has taken different forms in different countries, this paper focusing on Sweden and the educational sector. Even though evaluation is an old practice within the government of Sweden, different times have called for different kinds of evaluation (see e.g. Vedung 2010). In the late 1980s the governing of the education system was reformed to a system of management by objectives and results, hence demanding new functions for evaluation in the governing of education. This could be seen as a shift into governing by evaluation (see Foss Hansen 2013). But how this takes shape can be expected to be a constant struggle since the question of what evaluation is, and should be, in a specific governing setting is a political question in a world of symbols, ideologies and power relations (Hanberger 2012). Therefore, how evaluation is perceived, what is being evaluated and how and whom having a voice are matters concerning governing of evaluation. The argument here being that by focusing on, and scrutinizing, evaluation policy these kinds of questions can be explored, questioned and possibly criticized. With evaluation policy being defined as the formal and informal rules, routines and norms that is used to shape, conduct or change decisions and actions regarding evaluation. This means that both explicit and implicit evaluation policy can be studied.

    The aim of the paper is to explore and describe how evaluation policy is formed and steered within the educational sector in Sweden during two periods of intense educational reforms (1988-1994 and 2008-2014). Drawing on a policy design framework different design elements is identified from empirical material such as governmental and educational agencies documents, and by mapping of evaluation systems and evaluations conducted by responsible agencies. The analysis show that the amount of evaluations and evaluation systems has increased over the years. Today, the Swedish education system rely extensively on evaluations of different kinds as a way to control and enhance quality and performance in education and schooling but also to enable competition and support school choice on the Swedish education market. But while more measuring and evaluation could possibly widen the debate the preliminary results indicate that ‘complexity reductionism’ rather being the case. More performance measurements and use of indicators and to a larger extent relying on international student assessments to value the national educational system while stand-alone evaluations adhering to the complex nature of education taking the backseat. The preliminary findings thus indicate that evaluation policy could be one possible way to enhance our understanding of the relationship between evaluation and governance. Making it possible to question the role and function of evaluation in governance. And thus, to explore governance of and by evaluation.

    This paper is concerned with the interlocking of democratic values and evaluation systems. A central issue in evaluation has been adherence to democratic values by speaking truth to power or taking an inclusive approach to evaluands. In parallel with these democratic endeavours, evaluation design has increasingly moved from ad-hoc evaluations toward evaluation systems. The question we raise in this paper is how compatible the democratic endeavours of evaluation are with the rise of evaluation systems as the modus operandi. We apply this question to the case of the Swedish school system and its built-in evaluation system: systematic quality work (SQW). In order to explore the research question, school principals were asked to articulate how the democratic mission is visible in their SQW. The results indicate that prominent managing logics at different school levels seem to affect how well democratic values are incorporated into the SQW, highlighting the need to address the institutional and governing setting of evaluation systems in combination with the actors’ roles and decisions in accordance with the democratic evaluation literature.

    Följande studie handlar om Super PAC’s och hur de ska förstås, utifrån teorierna pluralismen och elitismen. Studien ämnade finna svaret på denna fråga genom att studera amerikanska tidningsartiklar. Att det var amerikansk media som fick bidra med det empiriska materialet kom sig av att det är i USA som Super PAC’s verkar. Genom användandet av en kvalitativ innehållsanalys så söktes det efter meningsenheter i det insamlade empiriska materialet, därefter följde en kategorisering utefter de valda teoriernas grundantaganden. Resultatet lyfter fram det faktum att Super PAC’s kan förstås som både positivt och negativt för den politiska processen. Vilken syn individen har på fenomenet kan bero både på ens politiska tillhörighet och på vilket teoretiskt ramverk studien utgår ifrån. Super PAC’s är så pass komplext att det är många olika faktorer som spelar in i tolkningen av organisationerna.

    I slutet av maj 2014 hölls för åttonde gången direktval till Europaparlamentet och väljare i 28 medlemsstater gick till valurnorna. Trenden med stadigt sjunkande valdeltagande stannade av och närmare 43 procent av väljarna röstade. Som Mark Franklin visade i en Sieps-publikation inför valet förklaras trenden med sjunkande valdeltagande till stor del av att EU har utvidgats och att de medlemsstater som tillkommit har haft ett lägre valdeltagande än de som har varit medlemmar en tid. Därför är den brutna trenden kanske inte så förvånande.

    Valkampanjen bedrevs i en kontext där den ekonomiska krisen alltjämt påverkade EU starkt. Även om eurozonen gradvis har stabiliserats, är effekterna av krisen alltjämt tydliga. Resultatet återspeglar en reaktion hos väljarna som vi känner igen från tidigare Europaparlamentsval, där större partier, i synnerhet i regeringsställning, gör sämre ifrån sig än vid nationella val. Konsekvensen den här gången blev att den politiska “mitten” tappade och flankerna i det framväxande europeiska partisystemet växte. De EU-kritiska partierna fick stor uppmärksamhet under valrörelsen och valresultaten kan delvis tolkas som en protest mot EU, även om det finns skillnader mellan medlemsstaterna och vilka uttryck kritiken tar sig. De politiska majoritetsförhållandena och utvecklingen inom partigrupperna analyseras i den här publikationen av Magnus Blomgren.

    I Sverige var valkampanjen intensiv och det påföljande riksdagsvalet hade sannolikt en roll i det. Två nya partier, Feministiskt initiativ och Sverigedemokraterna, lyckades vinna mandat medan Piratpartiet inte lyckades upprepa succén från 2009 och tappade sina mandat. Det svenska resultatet analyseras här av Linda Berg.

    Texterna i den här publikationen utgörs främst av bearbetningar av bidrag vid seminariet Valet är över – vad händer nu? som arrangerades i Stockholm den 28 maj. Det är min förhoppning att Sieps därmed ska kunna bidra till fördjupad förståelse för Europaparlamentsval och parlamentets funktionssätt.

    This study starts with two theoretical puzzles within the rational choice oriented literature on government formation in parliamentary democracies: the relative importance of constitutional rules and the existence of multiple party goals. From these puzzles stem the research questions that guide the study: First, what is the theoretical and empirical link between constitutional arrangements (including rules) and party goals? Second, what are the goals of political parties and how can these be studied? Third, relative to the goals of political parties and other constitutional arrangements, what is the importance of government formation rules for the empirical record of minority and majority governments?Coalition theory provides the theoretical starting point from which the research questions stem. The historical-institutional strand of new institutionalism is used to guide the general understanding of the importance of institutional context. The rational choice oriented strand is used for a detailed study of the design of the Swedish government formation rules and an analysis of how the formation rules affect the goal seeking (micro-logic) of actors.Based on both cross-national data and an in-depth study of Swedish coalition and government formation, the analysis shows that the answer to research question number one is that the link between constitutional arrangements and party goals is one of co-determination. The answer to research question number two is that party leaders pursue four main goals and that this should be an explicit model assumption. The answer to research question number three is that the government formation rules help determine the parties' bargaining positions and for that reason they are of significant importance for the formation of minority and majority governments.

    The overall question of this volume is how the HU effects national decision making. We start our search for answers to this question from a principal-agent-based delegation and accountability perspective. In our search for answers, wc examine the four basic steps of representative parliamentary democracy: from voters to MPs, from parliament to cabinet, from cabinet to individual ministers and from individual ministers to civil servants. Our main hypothesis is that the transfer of power from the national level to the supranational does not necessarily mean that delegation fails or that accountability is lost. Our empirical analysis examines the five Nordic countries. While Denmark, Finland, Iceland, Norway and Sweden share historical, cultural and institutional traits, they also differ from one another in important ways. Of particular relevance for this volume is the fact that three of the five are EU members (Denmark, Finland, Sweden), while two (Iceland and Norway) remain outside the EU but are closely associated with it through the European Economic Area (EEA) agreement. By combining in-depth studies of the five countries with a concluding cross-national contribution, wc identify the various ways in which the EU has an impact on domestic principal-agent relationships.

    Coalitions among political parties govern most European democracies. Coalition Governance in Western Europe brings the study of the full coalition life cycle up to date in 16 West European countries. It also introduces the first such analysis of Croatia. The volume provides information and analyses of the full cycle, from pre-electoral alliances to coalition formation and portfolio distribution, governing in coalitions, and the stages that eventually lead to government termination. In recent years, this takes place in a context of party system fragmentation, polarization, and newcomer populist parties. The volume captures these changes and examines the implication for the parties in government. While earlier research on Western Europe tends to stress that coalition partners emphasize coalition compromise and mutual supervision, there are some countries where the prime minister heavily dominates coalition governance. There is also some evidence of 'ministerial government', but less so than in Central Eastern Europe. This volume presents systematic information on political institutions, political parties, coalitions, and coalition governance in Western Europe and Croatia.

    This chapter describes the ambitions with the volume. First, we build on the lessons from earlier studies of governments in Western and Central Eastern Europe to deepen our understanding of the coalition life cycle, covering the three stages of a government's "life", beginning with the formation process, then turning to the governance stage, and lastly turning to the final phase when governments eventually terminate. Second, we seek to capture how recent changes in the Western European party systems, which are also described here, influence the various stages of the coalition life cycle. Third, we are in particular interested in how coalition partners cooperate and make policy once a government has formed, aiming to contribute to the growing literature on the topic of coalition governance. The chapter ends with a description of the content of the volume.

    We here summarize and compares the empirical results found by our country authors, focusing on the coalition life cycle in 17 countries. The chapter starts with a description of the changes that have occurred during the past decades in the party systems of Western Europe, and some institutional rules surrounding government formation and duration. We then turn to the comparing patterns of government formation across countries, showing that coalitions constitute almost 70 percent of the cabinets in Western Europe, and that the Scandinavian countries have been dominated by minority cabinets. Focusing on the coalition governance stage, we analyse the variation in the use of various control mechanisms across countries, for example showing that many coalition governments draft extensive contracts to control their partners in cabinet. The comparative data we present also shows that such agreements have become longer over time. Focusing on the last stage of the life cycle, we show that in a majority of countries, it is more common that a cabinet terminates early than serves the full term. There has also been a clear trend towards more government instability, even though the variation in cabinet duration across countries is large. We conclude this chapter by returning to the three coalition governance models described earlier in this volume, classifying the countries as being closer to one of the three models, based on a number of indicators and the information provided by our country experts.

    This chapter focuses on presenting the main research questions and answers provided in the literature on the different stages of the coalition life cycle. For example, focusing on the first stage, the formation stage, several researchers have tried to explain why specific types of governments form. Other scholars have asked why it take longer to form governments in some contexts. Other scholars have tried to explain how parties distribute ministerial and policy payoffs when forming a cabinet. Focusing on the second stage of the coalition life cycle, we review the growing literature on coalition governance, concentrating on three coalition governance models; the ministerial autonomy model, the coalition compromise model, and the PM dominated model – three models which make different assumptions about the actors that dominate the governance process in coalition governments. Focusing on the last phase of the coalition life cycle, the termination of governments, scholars have long aimed to explain the duration of cabinets, asking why some cabinets last longer than others. At the end of this chapter, we present some expectations about changes to the coalition life cycle which we are likely to observe considering the party system change we have seen in many Western European countries.

    The appendix introduces our empirical study of the coalition life cycle.  The structure of each country chapter is based on six core tables, each one capturing a major stage in the coalition life cycle.  In the book chapters, the tables help structure the analysis and provide wealth of information and details of the coalition cycle. Nevertheless, the book chapters and this appendix only present a sample of the data and information that we have collected for this research project. For reasons of space, we have had to limit the presentation in the book chapters in terms of time-periods and variables. This appendix presents many more details that are important for readers who are not familiar with the definitions used in coalition research or interested in how particular variables where measured. In addition to the definitions and measurements presented in this appendix, all the data and all the variables are presented in an on-line data appendix at www.erdda.org.

    With this book, we update the analysis of politics in Central and Eastern Europe (CEE) along the coalition life cycle. Based on ten country chapters, and a concluding comparative chapter, more than 80 tables and several figures, we present and analyse information on the period from 2008 through 2021. The period saw three major crises, the financial crisis, the migration crisis, and the COVID-19 pandemic – as well as tendencies towards democratic backlash in some of the countries. In this chapter, we present the coalition life cycle approach in light of the many challenges that faced the CEE countries since 2008. The Russian invasion of Ukraine on March 24, 2022, is outside of our observation period, but it is, of course, a tremendous challenge for the countries in the region and our contributors are among the first to incorporate observations on how that invasion may impact national coalition politics.

    Abstract [en]

    The first part of the concluding chapter discusses novelties and conceptual challenges that we have noted during our observation period (2008–2021). After this, we focus our attention on coalition politics and its political institutions, particularly regarding the different governance models. Later we discuss the consequences of the three crises identified in the introductory chapter as the main ones since 2008: the financial crisis, the migration crisis, and the Covid crisis. In the final section, we highlight whether the crisis-ridden period has meant new patterns in coalition politics and whether it has resulted in regional unity or diversity. The Russian invasion of Ukraine is now the backdrop against which national politics is played out.

    Energiöverenskommelsen från 2016 slår fast att alla Sverigesvattenkraftverk ska förses med moderna miljövillkor. Idagsläget bedrivs många anläggningar med gamla tillståndmed lägre satta miljökrav än vad som behövs för att uppfyllanationella miljökvalitetsmål och EU:s vattendirektiv (Prop.2017/18:228; Prop. 2017/18:243). För att uppfylla dagensmiljökrav kan det i vissa fall komma att kräva att kraftverkenminskar sin produktion. Samtidigt har vattenkraften encentral roll i det svenska elsystemet – en roll som förstärksi och med samhällets elektrifiering och det ökade behovetav fossilfri el. Ambitionen är att moderna miljövillkor skasäkerställa både största möjliga nytta för vattenmiljön samtidigtsom en effektiv tillgång till vattenkraftsel bibehålls.Hela miljöomprövningen väntas ta omkring 20 år. För atteffektivisera och göra den komplexa processen mer legitim har kollaborativ styrning i form av samverkan mellan olikaintressenter introducerats.

    Sweden is undergoing an extensive transformation from single species management towards ecosystem-based management. This study analyses the implementation of the new moose management system, focusing on the newly formed partnerships at ecosystem level (the moose management areas) and their potential to ease conflicts between participants and develop into sustainable collaborations that enable ecosystem-based management. Empirical evidence was obtained from semi-structured interviews with involved actors (hunters, landowners, wildlife managers and forest consultants) in five Swedish counties. Several challenges, based on the participants’ abilities, willingness and understanding needed to implement the new management system, were identified. Lack of funding, unclear roles and responsibilities appear to be the most serious issues. If these are not properly solved, then they have the potential to hamper and aggravate the implementation of the new management system, that is, the ecosystem-based management, as well as the partnership arrangement.

    This empirical study investigates how "gender is done" within Swedish wildlife management by identifying prevailing gender norms, and how gender norms can be challenged from a norm-critical perspective, in order to promote women's participation. The basis for the study is an ongoing evaluation of the Swedish Hunters' Association training initiative to increase women's participation in moose management groups. Three main norm categories are identified: performance; social interaction; and hunting as a lifestyle. Recommendations for continued gender equality work include active leadership in gender equality issues, a review of potentially excluding structures, promoting female mentors and networks, and the use of formal and transparent recruitment procedures. An understanding of norms affecting women's participation (or nonparticipation) in wildlife management is fundamental to design effective training, recruitment and nomination strategies in the future.
